About this opportunity
The Department of the Air Force Headquarters District Washington is seeking a small business contractor to provide a comprehensive sound system for the 2025 Joint Base Andrews (JBA) Open House and Air Show scheduled for September 12-14, 2025. The sound system must be capable of broadcasting audio for the Air Boss, Narrator, and other event personnel across multiple media platforms including social media, television, radio, and crowd communication in real-time. Contractors must demonstrate technical capability to meet the Performance Work Statement requirements, with failure to address each task potentially resulting in an unacceptable quote. The solicitation (FA286025Q4028) will evaluate quotes based on technical acceptability and total price, with quotes due by June 5, 2025, at 3:00 PM EST and required to remain valid for 90 days. Interested contractors must have at least five years of air show sound services experience and the ability to obtain necessary music licensing.
The contract is set aside exclusively for small businesses within the NAICS category 713990 (All Other Amusement and Recreation Industries) with a small business size standard of $9M. The place of performance is Joint Base Andrews, MD 20762, with a contract period of performance from September 11-15, 2025. The government will provide lodging in double-occupancy rooms and potentially rental vehicles, while the contractor must comply with base access procedures and obtain necessary identification badges. The sound system requirements include a 12-channel mixing system, coverage for up to 268,663 square yards, a self-contained sound system and control point trailer, generators, and an elevated platform for workstations. Compensation will be structured as a lump sum payment within 30 days of invoice and performance, with specific provisions for potential event cancellation or non-performance scenarios.
