The procurement involves providing comprehensive wireless internet coverage across a 5,000-foot event area capable of supporting approximately 200,000 attendees with robust connectivity requirements. Potential contractors must demonstrate technical capabilities to deliver Wi-Fi services meeting specific performance standards, including minimum 200Mb speeds for staff and production teams, separate network SSIDs, and minimal service degradation in high-density areas. The government is conducting a sources sought synopsis to evaluate potential service providers, with responses due by December 4, 2024, at 10:00 AM Pacific Time. Interested firms must submit electronic capability packages to 1st Lt Vincent McDonough, highlighting their technical compliance with the detailed Statement of Work and Wi-Fi coverage map.
The opportunity is open to small businesses, including 8(a), HUBZone, and Service-Disabled Veteran-Owned small business categories, with the NAICS code 517112 for Wireless Telecommunications Carriers and a size standard of 1,500 employees. No specific set-aside has been predetermined, but the government reserves the right to make this determination based on received responses, with a key consideration being that small business prime contractors must perform at least 50% of the contract work. All respondents must be registered in the System for Award Management (SAM) database and indicate their socio-economic status and any foreign ownership details. The contract will be a single lump-sum payment within 30 days of invoice acceptance, with the contractor required to be on-site by 12:00 PM PST on April 3, 2025, and remaining until 7:00 PM PST on April 6, 2025. Additional requirements include carrying $1 million in liability insurance and completing background checks for base access.
