About this opportunity

The Naval Supply Weapons System Support (NAVSUP WSS) Nuclear Directorate, under the Department of the Navy Naval Supply Systems Command, has issued a Special Notice for the 2024 Fastener BPA Review. This Request for Information (RFI) serves as a market research tool to identify small business concerns interested in being considered for a Blanket Purchase Agreement (BPA) for nuclear reactor fastener products. The opportunity is set aside exclusively for small businesses and focuses on fasteners with Federal Supply Class Codes 5305, 5306, 5307, and 5310. The NAVSUP WSS Nuclear Directorate is responsible for providing logistics and sustainment support to the Naval Nuclear Propulsion Program, specifically handling provisioning, procurement, and quality assurance for secondary system components in Navy nuclear propulsion plants. The notice includes detailed technical specifications through Individual Repair Part Ordering Data (IRPOD) documents for specific fastener components.

The primary objective of this RFI is to establish a pool of qualified small business suppliers capable of providing high-quality fasteners for nuclear propulsion systems through competitive procurement under a BPA structure with individual purchases not exceeding $250,000. Interested small businesses must submit a white paper response limited to 25 pages and under 5MB in file size, though the notice indicates a deadline of September 4, 2025, while the attached RFI document references October 9th, 2024. Eligible contractors must be classified as small businesses and provide comprehensive administrative information including contact details, CAGE codes, and business type classifications such as HUBZone or woman-owned status. Suppliers will undergo evaluation based on their quality assurance systems, technical capabilities, production capacity, and past performance in fastener supply over the last 12 months. The Defense Contract Management Agency (DCMA) will conduct pre-award surveys to assess potential suppliers' ability to meet the stringent quality and technical requirements specific to nuclear propulsion system components, with particular emphasis on quality management systems compliant with ISO 9001 standards and specialized nuclear industry requirements.
