This notice seeks information from construction firms for a multiple award indefinite delivery/indefinite quantity contract to support sanitation facilities projects in New Mexico, western Texas, southern Colorado and southeast Utah. The Indian Health Service seeks to identify contractors capable of performing water, wastewater, solid waste and utilities work. Responses are due November 18th and must not exceed ten pages, outlining experience on similar government projects and demonstrating technical competence. Evaluation will consider cost control, quality and schedule performance.

The applicable NAICS code is 237110 for water and sewer line construction with no set aside. Individual task orders are not to exceed $2 million while the maximum contract value is $4 million per awardee over a potential five year base and option period. Services include individual and community water and wastewater systems, solid waste transfer stations and operator training.

Purpose
This is a Request for Information (RFI) (SOURCES SOUGHT) as outlined in FAR 15.201(c)(3). The purpose of this RFI is to accomplish market research regarding a Multiple Award Indefinite-Delivery Indefinite-Quantity (IDIQ) Contract for Sanitation Facilities Construction in support of the Albuquerque Area Indian Health Service, Sanitation Facilities office.

Market Research is being performed pursuant to Federal Acquisition Regulation (FAR) Part 10 to identify businesses capable of performing the functions described herein.


The Government is requesting information regarding the availability of Small and Large Business Construction firms who meet the capability requirements identified in this notice. Firms are requested to reply to this announcement with a response to the specialized qualifications below. Based upon the responses received from small businesses, consideration will be given to determine if this acquisition can be set-aside for small business competition.


The type of work to be performed will be Sanitation Facilities Construction as described in Attachment 1; Draft Scope of Work. The applicable North American Industry Classification System (NAICS) code is 237110, Water and Sewer Line and Related Structures Construction with a size standard of $39.5 million.


The resultant contract is anticipated to be awarded for a period of five years and may include a base plus four option year periods. Each Task Order is anticipated to not exceed $2,000,000; however most projects are anticipated to range between $10,000 and $50,000. The planned maximum ordering capacity is anticipated at $4 million per contract.


This notice is issued solely for information and planning purposes and does not constitute a Request for Proposal (RFP) or a commitment on the part of the government to conduct a solicitation for the stated services in the future. Responders are advised that the government will not pay for information submitted in response to this RFI, nor will it compensate responders for any costs incurred in the development/furnishing of a response.


Please note that a decision not to submit a response to this RFI will not preclude a vendor from participating in any future solicitation.


RESPONSES - SUBMITTAL
Responses must be limited to ten (10) letter-size pages or less, in Microsoft Word or Portable Document format (PDF), using Times New Roman 12-point font. Include the following:


1. Cover letter/sheet that includes:
a. Your firm's Data Universal Numbering System (DUNS) number,
b. CAGE code (if applicable),
c. Company point of contact (POC) and
d. Socioeconomic status under the NAICS code listed above (i.e., 8(a), SDB, SDVOSB, Native American Owned, etc.), and any other relevant/appropriate data.
e. Construction Bonding Level


2. General Business Information: Provide general information about your business, to include any relevant information to the instant requirement.


3. Experience: Provide specialized experience and technical competence in the type of work described in this announcement.


4. Past Performance: Provide past performance on contracts with government agencies and private industry similar in size, scope and complexity to the instant project in terms of cost control, quality of work and compliance with performance schedules.
