About this opportunity
The Department of the Navy Naval Sea Systems Command is seeking to procure 2000ft-lbs Force and Torque Calibrators through an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for the Naval Air Systems Command (NAVAIR) Metrology and Calibration Program. The solicitation requires commercial calibration systems capable of measuring torque from 4 in-oz to 2,000 ft-lbs with 0.5% accuracy, force measurement from 2.5 to 500 lbf with 0.125% accuracy, and tension measurement from 5 to 2,400 lbf with 2% accuracy. The contract includes procurement of the calibrators, installation at Navy facilities, and two-day training sessions for up to 10 personnel at each site. This is an all-or-none requirement where partial proposals will be deemed unresponsive, and the government will evaluate proposals using Lowest Price Technically Acceptable (LPTA) criteria with technical evaluation based on acceptable/unacceptable ratings. The solicitation has undergone multiple amendments, with the current proposal deadline extended to September 10, 2025, and contractors must be registered in the System for Award Management (SAM) to submit electronic proposals in PDF or MS Word format.
This procurement does not utilize any set-aside designations and is open to all responsible sources. The contract has an estimated value exceeding $750,000, requiring offerors to submit a comprehensive small business subcontracting plan, and the IDIQ structure allows for up to 100 calibration systems to be ordered over a five-year ordering period with a minimum of three systems on the first order. The calibrators will be installed at two primary locations: the NAWC Navy Calibration Lab in Patuxent River, Maryland and the NSWC Corona Division in Norco, California. Performance requirements include delivery within 90 days after contract award and completion of all installations and training by September 2030. The systems will be used to calibrate various torque equipment in the Naval inventory, including screwdrivers, wrenches, power tools, and compression/tension gauges, supporting critical metrology operations across Navy facilities.
