This is a Request for Proposals (RFP) for 2000ft.-lbs. Force and Torque Calibrators for the Naval Air Systems Command (NAVAIR) Metrology and Calibration (METCAL) Program. The solicitation is an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a five-year ordering period, seeking up to 100 calibration systems to be delivered to Navy facilities in Patuxent River, Maryland and Norco, California.

The contract includes procurement of the calibrators, installation at two Navy locations, and two-day training sessions for up to 10 personnel at each site. The systems will be used to calibrate various torque equipment in the Naval inventory, including screwdrivers, wrenches, power tools, and compression/tension gauges. The procurement is structured as a Lowest Price Technically Acceptable (LPTA) competition, with a technical evaluation based on an acceptable/unacceptable rating. The estimated contract value exceeds $750,000, requiring a comprehensive subcontracting plan. Delivery is expected within 90 days after contract award, with installations and training to be completed by September 2030.
