About this opportunity
The Department of the Air Force Air Combat Command is conducting market research for the rehabilitation of a 1-million-gallon potable water tank at Mountain Home Air Force Base in Idaho through this Sources Sought announcement. The project involves comprehensive repair of coating failures, corrosion, and structural deficiencies identified in a November 2024 inspection, including issues with tank roof daylighting, interior walls, ceiling components, and support columns. The government intends to award a firm-fixed price contract with a 100-calendar-day performance period, though the final procurement method will be determined based on market research results. Contractors must submit detailed material submittals compliant with NSF61 standards, work plans, crew qualifications, safety protocols, and disinfection plans while adhering to AWWA water tank guidelines and SSPC coating standards. Interested small businesses must respond by 1:00 p.m. MST on July 3, 2025, with the anticipated solicitation issuance date of July 15, 2025, and estimated proposal due date of August 6, 2025.
The contract will be set aside for small businesses only, specifically targeting Small Business, Small Disadvantaged Business (including 8(a) Program), HUBZone, and Service-Disabled Veteran-Owned Small Business categories, with potential for additional set-aside restrictions based on market research responses. No incumbent contractors are identified in this initial market survey announcement. The estimated contract value ranges between $100,000 and $250,000, falling under the construction magnitude threshold specified in FAR Part 36.204. The project classification uses NAICS code 237110 (Water and Sewer Line and Related Structures Construction) with a small business size standard of $45 million, and contractors have 100 calendar days to complete the work after receiving notice to proceed. Material submittals must be completed within 20 days of contract award, and all interested firms must be registered in SAM.gov to be eligible for the eventual contract award.
