About this file
This Statement of Work (SOW) details the rehabilitation of a 1-million-gallon potable water storage tank (Building 1408) at Mountain Home Air Force Base in Idaho. The project requires comprehensive repair of coating failures, corrosion, and structural deficiencies identified during a November 2024 inspection, with the goal of ensuring operational readiness, improving safety, and extending the tank's service life.
Key project requirements include submitting detailed material submittals compliant with NSF61, a comprehensive work plan with project timeline, crew qualifications, safety protocols, and a disinfection plan. The contractor must adhere to multiple technical standards including AWWA water tank guidelines, SSPC coating standards, and environmental regulations. The project has a 100-calendar-day performance period, with material submittals due within 20 days of notice to proceed. The government intends to set aside the contract for small businesses, with an estimated contract value between $100,000 and $250,000, and anticipates issuing the solicitation on or about 15 July 2025 via SAM.gov.

STATEMENT OF WORK CONSTRUCTION
PROJECT: POTABLE WATER TANK PAINTING REV01
BUILDING: 1408
STRUCTURE: 8076
MOUNTAIN HOME AFB
10 JUNE 2025
I. SCOPE OF WORK
A. General: This Scope of Work sets forth the performance requirements for the repair project “1M Gallon Water Storage Tank Painting”. The contractor will rehabilitate the 1-million-gallon potable water reservoir bldg. 1408 to address coating failures, corrosion, and structural deficiencies. These deficiencies were observed during an inspection performed November 2024 see Attachment “2) ID - Mountain Home AFB - Building 1408 - 11-02-2024 - Component Condition.” These conditions affect the tank’s structural integrity, operational reliability, and compliance with potable water safety standards. This project aims to ensure operational readiness, improve safety measures, and extend the tank’s service life. The contractor shall provide adequate professional supervision and quality control to ensure the accuracy, quality, timeliness, and completeness of the work, during execution of the project.
B. Background: The potable water system is one of the Base’s main critical assets that provide mission‐essential elements in support of base operations during peacetime, crises, and war. The availability of sufficient quantities of potable water for drinking, fire suppression, decontamination, and other needs is a necessity during all operational modes. As stated in the base’s general plan, the primary objectives for the water system include mission-critical operations, force protection, firefighting, potability, and sanitation/food preparation.
C. Project Scope: Repair all identified coating failures, corrosion, and daylighting in the document “2) ID - Mountain Home AFB - Building 1408 - 11-02-2024 - Component Condition.” This document details a variety of issues such as: daylighting in tank roof, coating failures, and corrosion, as well as the component that the deficiency was identified on. For more specific locations of each identified issue please see the document “3) ID - Mountain Home AFB - Building 1408 - 11-02-2024 - Redacted Photos” The contractor will submit the following for government approval before ordering materials or beginning work:
C.1. Material submittals of all material proposed to be installed or used during the completion of this project such as for coatings, disinfectants, patching materials, or any other material that will be used during this project that will be in contact with base potable water supply or steel tank.
C.1.1. All installed materials must be compliant with NSF61.
C.1.2. Material submittals will contain product data sheets, shop drawings (as applicable), vendor information, and manuals/installation instructions.
C.2. The work plan will include:
C.2.1. Project timeline with major milestones, including mobilization, work phases, and completion.
C.2.2. Detailed steps for surface preparation, coating application, structural repairs, and safety upgrades (if applicable).
C.2.2.1. Surface preparation will specify the appropriate SSPC standard.
C.2.2.2. Coating applications will include manufacturers installation instructions.
C.2.2.3. Containment measures for blasting debris and hazardous materials. EPA and state environmental guidelines for containment, lead abatement (if applicable), and waste disposal.
C.2.3. Identify all members of the work crew who will be onsite during the construction phase of this project and will define their roles and responsibilities during this project.
C.2.3.1. Evidence of experience with similar tank rehabilitation projects, including references.
C.2.3.2. Resumes of key personnel and certifications such as OSHA 30 and
NACE Level 1 Coating Inspector credentials (REQUIRED).
C.2.4. Safety protocols for worker protection, including PPE and emergency response plans.
C.2.4.1. OSHA compliance for worker safety, including confined space entry, fall protection, and hazardous material handling (if applicable)
C.3. Disinfection plan laying out what disinfectants will be used during construction, how and when they will be applied, and any other steps taken to ensure that the potable water supply will not be contaminated during construction.
