About this opportunity
The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Hood seeks multiple wellness therapy equipment items for the 1ID Holistic Health and Fitness Team at Fort Riley, Kansas, with proposals due September 15, 2026 at 10:00 AM CDT. This procurement is set aside 100 percent for economically disadvantaged women-owned small businesses (EDWOSB), and Amendment 1, posted September 10, extends the response deadline from September 11 and provides answers to industry questions.
Place of performance is Fort Riley, Kansas. Delivery must occur at Building 7920, Kitty Drive (Central Issue Facility), which operates 0800–1530 hours Monday through Friday and accommodates large trucks. Commercial vehicle deliveries are restricted to 12th Street and Parker Access Control Points, require NCIC III background checks for drivers, and must be completed between 0730–1400 hours Monday through Friday; overnight parking is not provided and all deliveries must be accepted and offloaded the same day. Preferred delivery is a single consolidated shipment by December 31, 2026, though the contracting officer may negotiate adjusted schedules post-award.
The procurement encompasses 42 line items spanning physical therapy equipment (electric high-low treatment tables, manual muscle testers, dynamic air compression systems), mobility equipment (ROM walker boots, walkers), therapeutic supplies (ultrasound gel, TENS electrodes, athletic tape, gauze, elastic bandages, compression wraps, thermal knee sleeves), and sensory training items (sport training glasses, EEG meditation headbands, wrist maze trainers, light pods). Brand names are listed for context only; functionally equivalent products meeting specifications are acceptable. NAICS 339920, PSC 7810. Small business size standard is 750 employees.
Award is expected by December 31, 2026. Evaluation weighs Price and Technical Specifications equally, with additional consideration for Delivery and Past Performance. A single award covering all items is preferred; partial fulfillment is permissible if no vendor supplies all items as prime or through subcontractors. Offerors must itemize pricing by line item and provide an overall single price under CLIN 0001 on SF 1449. FOB Destination; contractor bears transportation costs. Questions are due September 4, 2026 at 10:00 AM CDT to Kelsey M. Anderson (kelsey.m.anderson12.civ@army.mil) and Travis Engle (travis.e.engle.civ@army.mil).
