About this file
This document is a Questions and Answers (Q&A) file clarifying specifications and requirements for a federal RFQ involving 42 line items of athletic training and rehabilitation equipment and supplies.
The procurement includes medical devices, therapeutic equipment, and consumable supplies such as athletic tape, electrodes, bandages, gauze, walkers, treatment tables, yoga mats, whistles, stretch straps, inclinometers, thermal knee wraps, light pods, and specialized eyewear for visual training. Brand names are listed for context only; functionally equivalent products meeting stated specifications are acceptable. Column B in the specifications workbook identifies pack/case sizes, while Column C specifies the number of packs required. The award will be made on a lowest-price, technically-acceptable basis under FAR 52.212-1, with a preference for a single award fulfilling all items, though partial fulfillment by the requiring agency is permissible if no vendor can supply all items as a prime or through subcontractors. Pricing must be itemized by line item in the attachment workbook and include an overall single price in CLIN 0001 on the SF 1449. Delivery is preferred as a single consolidated shipment by December 31, 2026, though the Contract Officer Representative may negotiate adjusted delivery schedules post-award if necessary. Payment and acceptance occur upon delivery of the complete CLIN 0001 requirement. Delivery is to occur at Building 7920, Kitty Drive (Central Issue Facility) between 0800–1530 hours. The procurement is a small-business set-aside, and no IUID markings, MIL-STD-130 unique item identification, or military packaging requirements apply; standard commercial packaging is acceptable. Representations and certifications will be pulled from the contractor's SAM record by the contracting office.

Q1: Are the brand names mandatory? Or will products meeting the written specification be accepted as equal? If brand-name-only, please let us know which rows as several of these brands publish no pricing outside an authorized dealer network.
A1: None are brand-name specific, if brand-name is listed, it is to give it context.
Q2: How should column B (Unit of Measure) be read? Column B is headed "Unit of Measure" but contains numbers - mostly "1", but "32 rolls", "48", "50", "100" and "2" on certain rows. Please confirm that Column B is the pack/case size and Column C is the number of packs. Examples:
Row 15 Howies athletic tape (B = "32 rolls", C = 1) -> 1 case of 32 = 32 rolls Row 32 Floor sliders (B = 2, C = 10) -> 10 sets of 2 = 20 discs
A2: That is correct: Column B is the pack/case size and Column C is the number of packs
Row 15: it is 32 rolls come in one case, and we want one case
Row 32 Floor sliders (B = 2, C = 10) -> 2 come in 1 pack, and we want 10 packs.
Q3: The RFQ has no Section M and states no evaluation factors beyond FAR 52.212-1. Will award be made on lowest total price among technically acceptable quotes, and will it be a single all-or-nothing award of CLIN 0001, or may the Government award by line?
A3: The award will be lowest price, technically acceptable. The desire is a single award fulfilling all items; if no vendors can provide all items as a prime contractor or utilizing a sub-contractor, a partial fulfillment may be decided on by the requiring agency.
Q4: What does “NPV” mean in Column D and does it impose a sourcing restriction (rows 3- 6)?
A4: No Preferred Vendor
Q5: Rows 39 and 40 (Strobe and Sensory Eyewear), we don’t see a product that exists as written, and we think they may be the same item. Please name a manufacture and model for each row and confirm whether rows 39 and 40 are two distinct items or one item totaling 7 units. The two descriptions differ only trivially (150 mm vs 148 mm frame width, 43 mm vs 44 mm lens height), which reads like one datasheet entered twice:
Row 39, "Strobe Pro Sport training glasses" (qty 5). No product is sold under this name. It appears to combine two unrelated products from two different companies: the Senaptec Strobe Pro (Senaptec Inc., Beaverton OR) and the "SPORT Training Glasses" from Strobe Sport. The Nike/Senaptec Vapor Strobe is discontinued and cannot be supplied new.
Row 40, "Senaptic Pro Glasses" (qty 2). "Senaptic" appears to be Senaptec, but Senaptec sells no product called "Senaptec Pro Glasses." Their strobe line is Classic / Pro / Elite -roughly a $400 per unit spread. If the Senaptec Sensory Station is what's meant, that is a completely different item at a much higher price.
A5: Both products can be the SPORT Strobe Pro or a similar item that has split lens (horizontal) segmentation, with 8 modes strobe patterns, best used for visual training during agility movements
Q6: Are the stated dimensions mandatory or descriptive? (rows 39, 40, 45, 46, 47). Please confirm these dimensions are descriptive, or relax them to “or commercially equivalent.”
Rows 39-40: Senaptec publishes no frame width, lens size, weight or frame-material figure for any model.
Row 45 (light pods): 85 mm diameter x 38 mm height matches no published product.
BlazePod and FitLight publish no pod dimensions at all.
Row 46 ("Wrist maze"): no US rehab catalog sells anything under that name. The closest genuine article is the North Coast Medical Jux-A-Cisor (NC52003) - same function, different dimensions and materials.
Row 47 (coated arm elevation bolster): no manufacturer publishes an 18" x 5.5" x 8.5" coated foam arm elevator. Closest is Fabrication Enterprises 30-1410.
A6: You are correct, they can be commercially equivalent
Q7: Rows 6, 19 and 22-24 have pack sizes that don’t seem to exist as written:
Row 6 - Chattanooga Dura-Stick II Plus 2"x2" (P/N 42183), qty 15. Chattanooga packages this only as a case of 40 packs; no distributor sells an individual 4-pack. Is the requirement 15 packs, or 15 cases?
Row 19 - "Dynarex Non Sterile Gauze 3 x 3 / 100", qty 2. This combination doesn't exist.
Dynarex non-sterile 3x3 ships 200/pack; the 100/box configuration is the sterile pad. Which is required? (roughly a 5x price difference)
Rows 22-24 - Hartmann Deluxe 480 LF, 2"/3"/4" x 10 yds, qty 2 each. Hartmann sells the 480 LF as a 5-yard unstretched bandage, 10 rolls per box; the only genuine 10-11 yard Hartmann is the double-length sterile line, not made in 2" or 3". Is "10 yds" the stretched length of the standard roll, and is qty 2 two boxes of ten (20 rolls) or two individual rolls?
A7: See below:
Row 6: Chattanooga Dura-Stick Plus 2" x 2" Self-Adhesive Electrodes provides a Case / Box of 40 Electrodes (packaged as 10 individual sealed packs containing 4 electrodes each).
Row 19: Dynarex non-sterile 3x3 ships 200/pack
Row 22-24: It is mostly about the width (2”, 3” and 4”), and that it is Latex Free. It is a case of rolls (10) and we need two each for a total of 100 yds per box. The 10-individual rolls also has a dispenser box.
Q8: Row 36 – Yoga Mat material. The spec calls for a 68" x 24" mat, 1/8"-1/4" thick, in a "medical-grade cotton/polyester blend." We can't find such a product. Every mat at that size and thickness is PVC, TPE, NBR or natural rubber - cotton/poly can't be formed into a 1/4" non-slip mat. Cotton yoga rugs do exist, but they are woven, 100% cotton, and about 74" x 28". Please either confirm a standard closed-cell TPE/PVC mat at 68" x 24" is acceptable, or confirm a woven cotton yoga rug at non-conforming dimensions is what's wanted.
A8: Standard closed-cell TPE/PVC mat at 68" x 24" is acceptable and size can also very but does need to be around 68-72 inches long.
Q9: Unspecified option we need pinned down before pricing:
Row 30 - Thermal Knee Sleeve, qty 1. Spec says "Sized to fit (Small to XXL)" but quantity is
1. Which size? If a size run is wanted, please give quantity per size.
Row 45 - light pods, qty 2 "sets". How many pods per set? Vendors sell 4-pod and 6-pod kits. Is a charging case and control app/tablet part of the deliverable?
Row 42 - whistles "in 3-Colors", qty 10. Which colors, and how many of each?
Row 15 - Howies athletic tape. White or black?
Row 34 - Inclinometers, qty 5. The spec allows either a dial/bubble or a digital unit (roughly $80 vs $148 each). Do you have a preference, or may we quote analog as base and digital as a priced option?
Row 5 - Chattanooga ultrasound gel, qty 10. The spec offers "a 5-Liter dispenser (or a multi-pack case of 8.5 oz bottles)." Which, and is 10 ten dispensers or ten bottles?
A9:
Row 30: Therm-X Knee Wrap, It is only one sleeve. The wrap is good for hot and cold therapy and fits a leg from small to XXL.
Row 45: Yes, 6 pods with charging based and case
Row 42: Black 4, red 3, yellow 3
Row 15: White is ok
Row 34: Bubble Inclinometers please and Typical comes in a set of 2, for a total of 10
Row 5: It is the 5-Liter dispenser and we need 10 of them
Q10: Model and size confirmations:
Rows 10-12 - Ovation Medical. The row titles say "Standard Tall Gen2 Walker" but the item after the dash says "Gen2 Standard Nonair Walker." Please confirm the tall non-pneumatic version (P/N 11005 M /11007 L / 11008 XL), and confirm no S or XS is wanted in this family.
Row 44 - Muse 2, qty 6. We read the note "(2 BCT: 5, DSB: 1)" as 5 units to 2nd BCT and 1 to DSB - please confirm, and say whether split delivery or separate marking is required. Muse 2 is a legacy SKU; if it is out of production at award, is the current Muse model acceptable?
Row 31 - Stretch straps. Spec says 10-12 loops; the standard product (OPTP Original Stretch Out Strap) has exactly 10. Confirm 10 loops is acceptable.
Row 21 - "Optimum Choice Pro Scissors 9"". "Optimum Choice" is a distributor private label (MPN F-720) not carried by competing distributors, so as written this line is single-source.
Will an equivalent 9" heavy-duty stainless bandage shear be accepted?
A10: See below:
Row 10-12: Only Med, Large and X-Large is needed in this family and it is non-pneumatic.
Row 44: Split delivery or separate marking is not required; we will divide at our end.
Yes, current Muse model is acceptable.
Row 31: Yes, 10 loops are acceptable
Row 21: Yes, it is acceptable as long as it has a blunt end and it cuts athletic tape, gauze and casting.
Q11: Quote format and delivery mechanics.
Format. CLIN 0001 is a single FFP "1 Lot" line, but the notice asks vendors to fill in the responses column of Attachment 1. Please confirm the required submission: a lot total on the SF 1449 plus unit and extended prices for all 42 lines in the spreadsheet, emailed to both addresses. Anything else required with the quote, or are FAR 52.212-3 representations taken from our SAM record? Correct, a total on the SF 1449 and the by item spreadsheet. Reps and Certs will be pulled via SAM as needed from the Contracting Office.
Partial shipments. These items come from roughly a dozen manufacturers with different lead times. Are multiple shipments acceptable as items arrive, or must the lot arrive as one consolidated delivery? It is preferred to all be delivered at once, but if that is not possible, the Contract Officer Representative (COR) has the ability to work out delivery adjustments with the vendor after award.
Site access. For Bldg 580, 1st Division Rd - what are the receiving hours, and does a commercial LTL carrier need a base pass, escort or advance appointment? Is liftgate or inside delivery required? The three high/low tables ship crated and heavy. Delivery instructions were attached but appear to have fallen off the solicitation (the blank page), we will correct that with the amendment. Building 580 is the default address our system provides. The additional page detailed Bldg 7920, Kitty Drive (Central Issue Facility) that is equipped with a ramp for all deliveries that come in from 0800 – 1530
(8AM – 3:30PM).
A11: Please see above.
Q12: 252.211-7003 is incorporated in full text with both fill-in tables marked "N/A", while CLIN 0001 is a single "Lot" whose acquisition cost will exceed the clause's $5,000 threshold. Please confirm no IUID / MIL-STD-130 unique item marking and no MIL-STD-129 military packaging is required for these commercial off-the-shelf items, and that standard commercial packaging is acceptable.
A12: No IUID or unique item markings/packaging required for this requirement.
Standard commercial packaging is acceptable.
Q13: May offerors provide products that are functionally equivalent to the listed manufacturer/model provided all stated specifications are met or exceeded?
A13: Please refer to the answer to Q1.
Q14: What specific information is required in the “Vendor Responses” column of the Item Specifications workbook? For example, should offerors provide manufacturer, model number, country of origin, lead time, compliance statement, or other information?
A14: Manufacture, model number and item specifications (if comparing like or similar items). If exact item is found, verification of manufacture and model/type is fine.
Q15: For consumable items (tape, bandages, gauze, etc.), should quantities be interpreted as the package/case quantities identified in the description or as individual units?
A15: ‘Quantities’ is the package/case, ‘unit of measure’ is how many come in that case/pack.
Q16: Does the Government require itemized pricing by each line item in the workbook, or is a single total CLIN 0001 lot price acceptable?
A16: Itemized pricing by each line item in the workbook and an overall single price in CLIN 0001 on the SF1449.
Q17: If a listed manufacturer model has been discontinued or superseded by a newer manufacturer replacement model, will the current replacement model be considered acceptable provided it meets or exceeds the listed specifications?
A17: Yes, it is considered acceptable
Q18: Does the Government require manufacturer specification sheets and/or country-of-origin information to accompany the quote submission?
A18: No.
Q19: Does the Government require all items under CLIN 0001 to be delivered simultaneously as a single shipment, or will partial deliveries be accepted provided all items are delivered and accepted on or before 31 December 2026?
A19: The desire is for a full shipment, if that cannot be completed, the Contract Officer Representative (COR) may change delivery with the vendor as long as both parties approve.
Q20: Could the Government please clarify the anticipated invoicing and payment process for this requirement, including whether acceptance and payment will occur upon delivery of the complete CLIN 0001 requirement or whether accepted partial deliveries (if authorized) may be invoiced and paid separately?
A20: Delivery acceptance and payment will occur upon delivery of the complete CLIN 0001 requirement.
Q21: Attachment 1 identifies several products by specific manufacturer, brand, and/or model. Are vendors required to provide the exact products identified, or may vendors propose technically equivalent products that meet or exceed all stated specifications and salient characteristics?
A21: Please refer to the answer to Q1.
Q22: The solicitation incorporates FAR 52.219-6, Notice of Total Small Business Set-Aside.
For a small-business vendor proposing to furnish products manufactured by other concerns, please confirm whether the Nonmanufacturer Rule applies to this acquisition and, if so, whether an applicable exception or waiver applies to this multiple-item procurement.
A22: No, in accordance with RFO FAR 19.505, the Nonmanufacture Rule does not apply to acquisitions set aside for small businesses that are estimated to be under the Simplified Acquisition Threshold.
Q23: Attachment 1 identifies the Chattanooga Dura-Stick Plus 2" × 2" electrodes and describes them as a pack of four, with a requested quantity of 15. Please confirm whether the requirement is for 15 packages of four electrodes (60 individual electrodes total).
A23: Please refer to the answer for Q7.
Q24: The treatment-table line identifies the AM-BA350 Bar Activated Treatment Table in Dove Grey. Please confirm whether Dove Grey is a mandatory requirement or whether another manufacturer-standard upholstery color meeting all other specifications would be acceptable.
A24: Dove Grey is required to match current equipment already on site.
Q25: Please confirm whether award will be made to the lowest-priced technically acceptable quotation for the complete lot, or whether additional technical, delivery, past-performance, or other evaluation factors will be considered.
A25: Award will be made to the lowest priced technically acceptable quotation with price, past performance and delivery all being equal. This information was provided in the solicitation along with delivery instructions however it has been brought to our attention there is a blank page where the delivery instructions should be, this will be corrected in an future amendment.
