About this opportunity

The Department of the Army Materiel Command Mission and Installation Contracting Command at Fort Hood is seeking a crane lease service for the 1st Armored Brigade Combat Team at Fort Riley, Kansas. The contract requires a contractor to provide a crane, operators, and a rigging team capable of hoisting non-mission capable military equipment, including M1A2 Abrams tanks weighing 73.59 tons, from rail cars to the ground at Camp Funston Rail Yard. Specifically, the crane must have a lifting radius of 36-38 feet and be able to handle various military vehicles weighing between 40,300 lbs and 74,400 lbs. Potential bidders must submit questions no later than April 29, 2025, at 10:00 AM CDT, with final proposals due by May 2, 2025, at 10:00 AM local time. The evaluation criteria are not explicitly detailed in the solicitation documents, but the contract appears to require technical capability to safely handle heavy military equipment.

The solicitation is set aside for total small business participation, with a specific focus on Women-Owned Small Business (WOSB) contractors. The contract is a firm fixed-price arrangement for a four-day period from May 7-10, 2025, with work hours from 8 AM to 4 PM and a maximum of 14 labor hours per day, including up to 6 hours of overtime. The place of performance is located in Junction City, Kansas, specifically at Building 580, 1st Division Road, Fort Riley. While no specific award value is mentioned, the NAICS category of Construction, Mining, and Forestry Machinery and Equipment Rental and Leasing suggests a potential market size standard of $40,000,000. The contractor will be responsible for providing all necessary equipment, operators, maintenance, repairs, and associated logistics for the crane and rigging operations.
