About this opportunity

The Department of the Army Nevada Army National Guard is seeking conference room meeting space and banquet meals to facilitate a Yellow Ribbon Reintegration Program event scheduled for September 6-7, 2025, in Las Vegas. The procurement requires a facility capable of accommodating approximately 315 Nevada National Guard Service Members and their spouses/significant others, including three conference rooms, full audiovisual equipment support, plated breakfast and lunch meals with dietary accommodations, and on-site parking. The contractor must also provide childcare services for 10 children, 25 vendor tables in a separate room, and lodging for 5 rooms per night over two nights at a minimum AAA three-diamond rated hotel within 20 miles of Las Vegas. Proposals will be evaluated based on three factors: price, technical requirements, and past performance, with technical requirements and past performance combined being approximately equal to cost or price in importance. The solicitation response deadline is August 6, 2025, with questions having been due by July 29, 2025.

This opportunity is designated as a total small business set-aside under NAICS code 531120 (Lessors of Nonresidential Buildings) with a size standard of $34.0 million, and there is no current contract for this requirement, indicating no incumbent contractor. The contract will accommodate the two-day event serving 315 attendees with comprehensive meeting and dining services, including specialized requirements such as childcare for children ranging in age from 6 months to 12 years old. Performance will take place in Las Vegas, Nevada, specifically within a 20-mile radius of the city, as part of the Department of Defense Yellow Ribbon Reintegration Program designed to support National Guard and Reserve members throughout their deployment cycles. The solicitation has been amended twice to clarify requirements, including the removal of team building exercises and pool access requirements, and to provide detailed responses to industry questions about hotel ratings, vendor booth arrangements, and room block specifications.

Amendment 0002

Please refer to the attachment labeled 17th STB Post Yellow Ribbon South Industry Questions and Responses.

1. PWS para 1.1 states, “The contractor shall provide… team building exercise or access to pool (if available)…”

Response: The Yellow Ribbon Reintegration Program (YRRP) Coordinator has removed the requirement to provide a team building exercise or access to pool.

2. PWS para 1.1 states, “Contractor will provide childcare for 10 kids (6 mos, 11, 11, 12, 10, 10, 6, 7, 8, 2), but there isn't any other information on it anywhere else.

Response: For childcare services required, please refer to the Addendum to the PWS South that was uploaded to SAM.gov on July 29, 025. As of July 30, 2025, there will be 10 kids attending (6 mos, 11, 11, 12, 10, 10, 6, 7, 8, 2).

3. PWS para 2.1.4 states three-star hotel minimum.  AAA diamond rating is industry standard.  Which star rating are you referring to?

    Response: AAA diamond rating.

4. PWS para 3.2.3 states breakout rooms set up in rounds of eight.  One of those rooms are for support staff with vendor booths.  Vendor booths usually are not set in rounds of eight.  How may vendor tables do you need?  Is the pre-function space adequate for this?

Response: The customer needs 25 vendor tables in a separate room. They don’t need to be in rounds of eight.

5. Do you need a block for 10 rooms total (5 rooms a night?), or 10 rooms per night?  It is unclear in the solicitation.

Response: 5 rooms per night for two nights.

6. Do you need a registration area?

    Response: No
