About this opportunity

The 176th Wing, Alaska Air National Guard intends to award a sole-source, firm-fixed-price contract for a comprehensive, venue-based advertising and community sponsorship program, with capability statements due September 1, 2026. The contracting action is justified under FAR 13.106-1(b) based on a determination that O'Malley Ice and Sports Center in Anchorage, Alaska is the only source reasonably available to meet the Government's requirements.

The requirement is for strategic sponsorship services at a premier, multi-rink ice arena serving as a central hub for youth and amateur sports. The Government seeks to enhance public awareness of the Alaska Air National Guard and support its recruiting mission by engaging families and young athletes in a high-traffic community setting. The specific requirements outlined in the attached Performance Work Statement are intrinsically linked to the O'Malley Center's proprietary assets, audience demographics, and operational environment, which justifies the sole-source determination.

This is a sources sought notice for market research purposes; however, all responsible sources that believe they can fully meet the PWS requirements are invited to submit detailed capability statements electronically. Capability statements must address the offeror's ability to meet every requirement listed in the PWS, with evaluation focused on capacity to fulfill the strategic sponsorship objectives within the venue context. The Government will not pay for information received in response to this notice. NAICS 711310; PSC R701.

Notice text

This is a Sources Sought notice for market research purposes only. This is not a request for quotation (RFQ) or a solicitation. The Government will not pay for any information received in response to this notice.

The 176th Wing (176WG), Alaska Air National Guard (AKANG), intends to award a sole-source, firm-fixed-price contract to the O'Malley Ice and Sport Center in Anchorage, AK. This action is prepared in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b), which allows for soliciting from a single source when the contracting officer determines that only one source is reasonably available.

The Government's requirement is for a comprehensive, venue-based advertising and community sponsorship package. The intended use is to enhance public awareness of the AKANG and support its recruiting mission by engaging with a key demographic in a high-traffic community setting. A detailed draft Performance Work Statement (PWS) is attached to this notice.

The determination to award on a sole-source basis is based on the following:
The O'Malley Ice and Sport Center is considered the only source capable of providing the required services. The Government’s minimum need is for a strategic sponsorship at a premier, multi-rink ice arena in Anchorage that serves as a central hub for youth/amateur sports and attracts a year-round audience of families and young athletes. The requirements in the PWS are intrinsically linked to the unique assets, audience, and environment proprietary to the O'Malley Center.

Instructions for Interested Parties:

All responsible sources that believe they can fully meet the requirements outlined in the attached PWS are invited to submit a detailed capability statement.

Capability statements must be submitted electronically to the Point of Contact listed above no later than the response date and time.

The capability statement must address, at a minimum, the following:

  1. A detailed description of the offeror's ability to meet every requirement listed in the attached draft PWS.
  2. Proof of ownership or operational control of a comparable, large-scale ice/sport arena facility within the Anchorage, AK metropolitan area that attracts a similar demographic and volume of public traffic.
  3. A description of the specific, comparable assets available (e.g., Zamboni machines, dasher board systems, digital displays, etc.).

Vague assertions of capability or general marketing materials will not be considered. The Government will review any responses to determine if a competitive procurement is feasible. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
