About this opportunity

The Department of the Army Capability Program Executive for Simulation, Training, Test and Threat (CPE ST3), under Product Manager SOF Training Systems, seeks innovative commercial solutions to develop, field, and support a modernized Virtual Maintenance Trainer (VMT) system for the 160th Special Operations Aviation Regiment, with proposals due September 11, 2026 at 1700 ET. This is a Commercial Solutions Opening (CSO) intending to award a standalone commercial contract to a single vendor, and represents an update issued September 8 adding questions-and-answers documentation and clarifying scope reductions.

Place of performance is Fort Campbell North, Fort Campbell, Kentucky. The VMT must deliver comprehensive training for MH-60 maintainers (Attack/Direct Action Penetrator and Assault utility variants) with full Individual Critical Task List (ICTL) coverage, including guided and unguided procedural walkthroughs, AI-enabled dynamic fault simulation limited to MH-60-unique tasks, high-fidelity 3D models, integrated Next Generation Technical Manuals (NGTM), automated performance assessment with After-Action Review capability, and device-agnostic access supporting mixed-reality headsets, desktop platforms, and web browsers compatible with vte.mil and meeting SOCOM cybersecurity standards with no active wireless components. The contractor must support Synthetic Training Environment (STE) compatibility and instructor monitoring with real-time subject matter expert reach-back. Priority tasks include major component removal/installation, interactive fault diagnosis and troubleshooting, and configuration familiarization. Performance spans two phases: Phase 1 (45 days) encompasses design, data collection, subject matter expert consultation, and design validation only; Phase 2 (day 45 through month 12) includes ongoing curriculum support, software sustainment, technical support, and ROI evaluation. All contractor personnel must complete AT Level I Awareness and iWATCH training within specified timeframes and comply with DoDM 8140.03, DFARS 252.239.7001, NIST SP 800-171 CUI compliance, and SPRS assessment. NAICS 334511, PSC 6930. Evaluation criteria include technical merit and feasibility, schedule execution, commerciality and innovation, and price reasonableness. Government POCs are Blake McIlvane and Cassandra Kurth.
