About this file
This is a Questions and Answers document addressing clarifications to the 160th Special Operations Aviation Regiment (SOAR) Virtual Maintenance Trainer (VMT) solicitation for MH-60M and MH-47G aircraft. The document clarifies scope, deliverables, and technical requirements across ten key questions.
Several requirements have been removed or modified from the original scope. Task V 3100 (Interactive Fault Diagnosis & Troubleshooting) and Task V 1130 (Weapon System Maintenance & Malfunction Clearance) are no longer requirements. The comparative ROI analysis against the AFSOC Virtual Hangar benchmark has been eliminated, replaced with quantitative efficiency metrics (Time to Completion, Error Rates) for the Virtual Maintenance Assistant and qualitative analysis (surveys, interviews) for the VMT itself. For Phase 1 (45-day period), the Government expects design, data collection, subject matter expert consultation, and design validation only—not full system completion meeting all technical standards. Full MH-60 Integrated Comprehensive Technical Library (ICTL) content development and validation will continue into Phase 2 of the 12-month performance period. The Government will provide an initial cut of the ICTL and a list of major V-2410 components to be refined during Phase 1. AI-enabled fault simulations will be limited to MH-60 unique tasks differentiating it from UH-60 aircraft and will correlate to the ICTL. The two MH-60 variants required are the MH-60M (Attack/Direct Action Penetrator variant) and MH-60M (Assault/"slick" utility variant). Administrative items such as cover pages and tables of contents do not count against the 10-page proposal limit.

Q&A
160th SOAR CSO MH-60M and MH-47G VMT
| Question # | Document | Section | Question/Answer (in blue) |
| 1 | CSO | Requirements | The requirement states "Task V 3100 – Interactive Fault Diagnosis & Troubleshooting: support full troubleshooting loops for electrical, hydraulic, avionics, and powerplant faults using virtual diagnostic tools to isolate problems." Does this mean all possible faults in V-3100? If not, will the Government provide a list of required faults? |
No longer a requirement at this time.
2 CSO Requirements The requirement states "Task V 1130 – Weapon System Maintenance & Malfunction Clearance: provide visual and spatial interaction for diagnosing, clearing, and repairing malfunctions on systems such as M 134 and M 240, mirroring real physical manipulation steps." Will the Government please provide a list of all the weapons systems that would need to be modeled?
This is no longer a requirement - no weapons modeling or procedures will be included within the scope of this requirement.
3 CSO Requirements The requirement states "Task V 2410 – Major Component Procedural Rehearsals: simulate removal, inspection, disassembly, and installation of major 2410-tracked components, including turbines and transmissions, with guided and unguided modes." Will the USG provide a list of all major V-2410 components?
Yes. Initial cut attached - would refine during Phase I.
4 CSO Requirements The requirement states "Support ROI evaluation against an AFSOC Virtual Hangar benchmark that documented a 50% reduction in training timelines and reduced airframe usage." What are the current training timelines and airframe usage metrics?
Targeted ROI for this effort will be quantitative efficiency analysis (e.g., Time to Completion, Time of Tasks, Error Rates, etc.) against a standard phase maintenance effort, and one enhanced/aided by the Virtual Maintenance Assistant (VMA). Concerning the Virtual Maintenance Trainer (VMT), it will be a qualitative anlalysis (e.g., Surveys, Interviews, etc.). This requirement no longer includes a comparative analysis against AFSOC Virtual Hangar.
5 CSO General Will the USG please confirm whether the Cover Page, Table of Contents, Table of Acronyms, etc. count against the 10-page page count limit?
No, the above mentioned items will not count against the page limit.
6 CSO PWS 6.1 The PWS requirements include the design, build, and ultimate delivery of a VMT system meeting specified technical standards in paragraph 6.1 and 6.2. During the Phase 1 delivery (45 days), does the Government expect completion and delivery of a system that meets the 6.2 requirements in addition to the 6.1 requirements?
Negative. We expect design and build will take greater than 45 days. The 45 days is expected to be the data collection, subject matter expert consultation, and design/validation of design.
7 CSO Requirements Could the Government please clarify the following: Is full MH-60 ICTL content expected to be developed, validated, and operational by the conclusion of the 45-day Phase 1 period, or may development and validation of additional ICTL procedures continue during Phase 2 of the 12-month period of performance?
Development may and is expected to continue during Phase 2. Government expects Phase I (45-days) to be initial design, task validation and prioritization, and SME consultation.
8 CSO Requirements Can the Government provide the applicable MH-60 ICTL, or identify the total number of tasks/procedures expected to satisfy the full ICTL coverage requirement?
Please see attached ICTL. This is an initial cut – would be refined during Phase I.
9 CSO Requirements The requirement states, "Implement an AI-enabled dynamic fault simulation engine for avionics, electrical, hydraulic, and powerplant malfunctions with scalable difficulty from BMT to FMQ-level tasks." Are the required faults included in the MH-60 ICTL?
All faults that will be simulated will be correlated to the ICTL. These faults, for this scope of the VMT effort, will only be for those MH-60 unique tasks that differentiate it from the UH-60 and will be included in the VMT effort.
10 CSO Requirements The requirement states "Deliver high-fidelity 3D models for all major MH 60 variants used by 160th SOAR and maintain currency with fleet modification cycles to reflect variant differences without pulling operational aircraft from service." Will the Government please provide the list of MH-60 variants and their descriptions?
MH-60M (Attack). This is the Direct Action Penetrator (DAP) variant.
MH-60M (Assault). This is the "slick" utility variant.
