About this opportunity

Air Combat Command intends to award a sole-source, firm-fixed-price contract to Prescient Weather Ltd. for access to a weather forecasting software platform, with capability statements from interested parties due August 18, 2026 and award anticipated prior to September 30, 2026. The procurement is set aside for Total Small Business.

The 14th Weather Squadron requires a climate forecasting solution providing access to multiple sub-seasonal models (ECMWF, CFS, GEFS, CMC, JMA) and seasonal models (ECMWF, CFS, CanSIPS, UKMO, BOM, ECCC, CMCC, DWD, JMA, Meteo France). All models must be bias-corrected, calibrated to real-world physical limitations, and have anomalies calculated using the model's own reforecast. The platform must deliver six required parameters: air temperature, precipitation, solar radiation, surface wind, 500 mb heights, and surface pressure.

Statistical analysis capabilities must include anomalies, ranks, calibrated probabilities, trend line climatology, trend analysis, percentiles, quantifiable verification, climate analogs, and run-to-run forecast progression. The software requires a simple, intuitive graphical user interface supporting on-demand access for at least 10 analysts, image and map display, and GeoTIFF download capability for all parameters and models across all models.

The contract will be awarded using FAR Part 12 Simplified Procedures. Though the notice reflects a sole-source intent to Prescient Weather Ltd., interested parties who believe they can meet the stated requirements may submit capability statements for consideration.
