About this opportunity
The National Oceanic and Atmospheric Administration seeks development of a Continuously Operating Reference Stations (CORS) processing framework for GNSS data processing and coordinate generation, with quotations due June 26, 2026 at 2:00 PM EST. This is a Women-Owned Small Business set-aside under NAICS 541690 with a $19 million size standard; the solicitation is open to WOSBs, economically disadvantaged women-owned small businesses, service-disabled veteran-owned small businesses, and HUBZone small businesses. The RFQ is issued under FAR Part 12 as a combined synopsis/solicitation; this announcement constitutes the only solicitation.
Performance runs from September 1, 2026 through August 31, 2027 (base year) plus two optional 12-month extension periods through August 31, 2029. The contractor must develop workflows for ingestion and management of GNSS observation data; process static GNSS observations near reference epoch 2020.0 using PPP and double-difference approaches aligned to ITRF2020; perform validation and quality assurance including comparisons against independent solutions and NGS software; and transition the processing framework to NGS personnel through comprehensive documentation, training, and operational support. This is a brand-new requirement with no incumbent contractor. The contractor bears full responsibility for identifying and acquiring non-NCN GNSS observation data and metadata, and for developing and maintaining a separate processing environment.
Quotations must be submitted in two volumes: Volume I (Technical Approach, maximum 8 pages, Times New Roman 12-point) and Volume II (Price Quotation using the provided pricing schedule in Microsoft Excel format). All labor rates must be fully loaded. Quotations remain firm for 120 calendar days from receipt. Technical approach is significantly more important than price. Award goes to the responsible vendor whose offer is most advantageous to the Government; the Government reserves the right to conduct discussions or award without discussions. Questions and answers are posted in the attachments as of June 22, 2026.
