About this opportunity
The Department of the Army California Army National Guard, through the 129th Operations Group, is soliciting quotations for two Expandable Internal Airlift/Helicopter Slingable Container Units (ISUs) designed to serve as mobile Rescue Operations Centers with secure classified communications capabilities. The ISU must be air-certified and forkliftable onto C-130, C-17, and C-5 aircraft, feature two retractable walls, transition from stowed to fully operational configuration in less than 15 minutes with a two-person team, and include a 60-ampere single-phase power panel, integrated environmental control unit, LED ceiling lighting, weather-tight personnel door with cipher lock, and Top Secret capability. The government will award the contract to the responsible quoter offering the best value, with price as the primary evaluation factor; quotes must be acceptable by conforming to all material solicitation requirements, manifesting unconditional assent to terms, and demonstrating the quoter's responsibility as a prospective contractor. Questions regarding the solicitation are due by April 22, 2026, at 2:00 P.M. (PDT), while quotations must be submitted by April 27, 2026, at 2:00 P.M. (PDT) to the Contracting Officer at Moffett Air National Guard Base, California.
This solicitation is designated as a Total Small Business Set-Aside with a small business size standard of 600 employees under NAICS Code 332439 (Other Metal Container Manufacturing) and PSC Code 8145 (Specialized Shipping and Storage Containers). No incumbent contractors or award values are specified in the solicitation documents. The requirement calls for delivery of the two ISUs within 180 calendar days from the date of lead time event notification, with the place of performance located at Moffett Field, California (DoDAAC F8A1RQ), where the 129 Reconnaissance Squadron Operations is stationed. The contract will be awarded on a firm fixed-price basis with FOB Destination terms, meaning the contractor is responsible for all transportation costs. Quoters must hold their prices firm for 90 calendar days from the receipt date, and the government intends to evaluate quotes and issue a purchase order without negotiation unless the Contracting Officer determines negotiations necessary or advantageous.
