About this file

This is a Salient Characteristics/Product Description document issued by the Department of the Air Force, Headquarters 129th Rescue Wing (ACC) at Moffett Air National Guard Base, California, dated 31 March 2026.

The document specifies minimum requirements for an expandable Integrated Sheltering Unit (ISU) designed to serve as a mobile Rescue Operations Center (ROC) for secure classified communications and mission planning in multiple environments. The ISU must be air-certified and forkliftable onto C-130, C-17, and C-5 aircraft in a single pallet stowed configuration. The unit must feature two retractable walls with included tools and transition from stowed to fully operational configuration in less than 15 minutes with a two-person team. Required structural features include at least four D-rings built into the floor for cargo straps, at least one weather-tight personnel door with cipher lock, and built-in ceiling LED lighting in white. The ISU must support a 60-ampere single-phase power panel capable of accommodating at least eight laptops, four 55-inch monitors, three routers, one antenna, four personal radios, and an environmental control unit (ECU). The unit must include at least 50 feet of shore power cable with a built-in receiver and be capable of switching to and operating on a 7,500-watt generator. The ISU must feature an integrated ECU with a designated location that does not occupy floor space, include smoke and carbon monoxide detectors, and be Top Secret (TS) capable. The preferred exterior color is tan, with white or green as acceptable alternatives.
