About this opportunity

Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 2 intends to award a sole-source contract to Encore Fire Protection for fire alarm system replacement at the New Jersey Healthcare System Lyons Campus, with expressions of interest due by March 30, 2026. The government is accepting capability statements to determine whether competitive procurement is warranted; no formal solicitation exists.

Work is performed at Lyons Campus, 151 Knollcroft Road, Lyons, New Jersey 07939. The scope encompasses replacement of all fire alarm system components associated with 18 control panels and 23 remote annunciators, reworking and reconnecting fiber optic cables across 18 fiber cabinets, and performing all necessary programming, testing, and commissioning of new devices with code print-out capabilities. The upgraded system must fully comply with NFPA 72, 2025 VA edition, and eliminate all existing ground faults.

Performance period is 90 days after Notice to Proceed. The government justifies sole-source award on the basis that Encore Fire Protection, an Edwards Systems Technology Strategic Partner, is currently the only business able to work on the system. Interested parties must submit detailed expressions of interest including technical capability and pricing data by email to Contracting Officer Lateisha Robinson at Lateisha.Robinson@va.gov no later than 10:00 AM Eastern Time on March 30, 2026. Telephone and email inquiries will not be accepted. The government reserves discretion to proceed with competitive procurement based on responses received.
