About this opportunity
The Department of the Army Materiel Command Contracting Command Rock Island Arsenal intends to solicit a contract for 120mm tank training ammunition (M1002 TPMP-T and M865A1 TPCSDS-T cartridges) and container refurbishment services for Fiscal Years 2027–2032, with questions on draft RFP documents due by September 15, 2026, and formal solicitation W519TC-26-R-A061 anticipated for release following an industry day on September 22–23, 2026. No set-aside applies to this procurement.
Performance location encompasses Continental United States ammunition supply points for container retrieval and refurbishment (FY27–31) and Load, Assemble, and Pack operations at contractor-designated sites, with administrative oversight at Rock Island Arsenal, Illinois. The Government intends to award up to two contracts using a split-award structure: 60% of base-year quantities to the highest-rated offeror and 40% to the second-best offeror for each cartridge line. The base period spans 363 days after award, followed by four one-year evaluated option periods through 1,825 days after award, all priced as firm-fixed-price. FY2027 base quantities are 15,000 units for M1002 and 48,000 units for M865A1, with option-period quantities ranging from 4,000 to 55,000 units per cartridge type and pricing scenario.
Technical requirements include Production Readiness Reviews, charge establishment and verification testing, Statistical Process Control implementation, ballistic testing with high-speed camera documentation, configuration management via Engineering Change Proposals, acceptance inspection equipment subject to Government approval, and 100% explosive-free container inspections. Contractors must complete tiered supplier documentation (Tier 1 through Tier 4), establish Quality Management Systems, and implement continuous improvement metrics reporting. Container refurbishment requires maintenance of covered storage, monthly inventory reports, annual summaries, and semi-annual scrap documentation.
Evaluation employs a two-phase sequential process: Phase I requires either a relevant DD250 or a five-page capability statement; Phase II applies best-value trade-off methodology across Technical Approach (most important), Past Performance, Cost/Price, and Small Business Participation (pass/fail). Oral presentations are limited to 60 slides; cost proposals must utilize the provided Price Matrix template. Small Business Participation targets include 10% overall, with sub-goals of 5% general small business, 2% small disadvantaged business, 1% women-owned, 0.5% HUBZone, 1% veteran-owned, and 1% service-disabled veteran-owned.
The industry day, held September 22–23, 2026, at Picatinny Arsenal, New Jersey, with virtual attendance available via Microsoft Teams, is limited to five representatives per prime contractor and two per subcontractor; all attendees must hold an approved DD2345 and be U.S. citizens. One-on-one sessions with Government representatives are offered on a first-come, first-served basis. Formal RFP submission will occur through the Procurement Integrated Enterprise Environment portal.
