About this file
This is a Statement of Work (SOW) document for a federal contract opportunity covering the manufacture and delivery of 120mm tank training ammunition and container refurbishment services for Fiscal Years 2027-2032. The document comprises multiple sections: Section C002 details the production SOW for M1002 and M865A1 cartridges; Section C003 addresses container handling and refurbishment; Section C004 provides technical data package access instructions; and Section C005 outlines configuration management procedures.
Under Section C002, the prime contractor must manufacture and deliver 120mm cartridges according to government-provided Technical Data Packages, including all planning, procurement, component testing, quality assurance, and subcontractor monitoring. Key production requirements include Production Readiness Reviews, Charge Establishment/Charge Verification testing, Load, Assemble, and Pack (LAP) operations, Statistical Process Control implementation for key and critical characteristics, quarterly continuous improvement metrics reporting, and monthly production progress reports. The contractor must establish acceptance inspection equipment (AIE) and automated acceptance inspection equipment (AAIE) subject to government review and approval, conduct ballistic testing with high-speed camera documentation, and manage configuration control through Engineering Change Proposals and Requests for Variance. Non-Recurring Engineering Projects throughout the contract lifecycle may be competitively awarded or sole-sourced to address field complaints, enhance safety, and drive cost reduction initiatives.
Section C003 requires contractors to manage container refurbishment for PA171 metal shipping containers supporting both M1002 and M865A1 ammunition. Responsibilities include retrieving empty containers from designated Continental United States Ammunition Supply Points, conducting 100% explosive-free inspections, refurbishing or procuring replacement components (pallets, pallet adapters, internal packaging), and delivering prepared containers to LAP sites. Refurbishment criteria are detailed for wood pallets, pallet adapters, metal containers, covers, and internal packaging components, with allowances for minor rust, damage, and wear provided functionality is preserved. Contractors must maintain covered storage, track containers by location and receipt date, obtain Explosive Free Certificates from each installation, and provide monthly inventory reports, annual summary reports, and semi-annual scrap documentation. The container refurbishment effort covers FY27-31, while ammunition production covers FY27-32.

ASPs will be assigned based on reviewing historical consumption to ensure balanced distribution based on the total number of awarded contracts. To ensure efficient container utilization, contractors may retrieve containers from other contractor sites, subject to mutual agreement between the contractors and the U.S. Government. In this case, retrieval will be coordinated based on awarded quantities and container availability.
3.1.2 The Contractor is responsible for contacting the Continental United States (CONUS) ASPs, to determine if and when empty containers/pallets are available for pick up and to arrange pick up and return of the empty containers to the Contractors designated return location. A list of applicable posts, camps and stations is included in Appendix C of this SOW.
3.1.3 The Contractor will ship the empty containers/pallets under a Commercial Bill of Lading to the contractor’s chosen return location.
3.1.4 The Joint Munitions Command (JMC) will coordinate with the CONUS and Outside the Continental United States (OCONUS) posts, camps and stations, who are represented by FORSCOM, TRADOC, and the National Guard to inform them a contractor will periodically contact them to arrange for pick-up and return of their empty containers. This formal correspondence will require the post, camp or station to provide Package, Crating and Handling support to load the empty containers on the contractor’s truck/trailer. The post, camp or station will also be required to provide the contractor with a copy of a signed certificate certifying the pallets are explosive free.
3.1.5 The Contractor shall contact the post, camp or station to have them fax/email a copy of their Explosive Free Certificate prior to arranging pick up of the empty containers. This will ensure a certificate is available for every shipment. A copy of the certificate shall also be provided to the truck driver. The Contractor is required to retain a copy of the Explosive Free Certificate throughout the life of the contract.
3.1.6 The contractor is required to establish, apply and maintain a system to positively identify what post, camp or station the pallet was received and the date the pallet was received.
3.1.7 The contractor is required to 100% inspect all containers upon receipt from the field to confirm the containers are explosive free.
3.1.8 In the event a live cartridge is accidentally shipped from a post, camp or station, the contractor will identify which installation shipped the cartridge, provide a copy of the certificate with the certifiers name and phone number, and provided this information to the PCO.
