About this opportunity

The Department of the Army National Guard, specifically the 113 MSG/MSC at Joint Base Andrews, is soliciting proposals for the removal and replacement of an existing alarm notification system at Building 2489. The procurement requires a contractor to provide all materials, equipment, tools, permits, transportation, personnel, labor, supervision, and management necessary to install a comprehensive new alarm notification system that will operate 24/7 with hard-wired connections and no wireless communications. The system must include two operator stations, 35 interior light displays, 18 speakers, four-light vertical displays in hangar bay areas, graduated volume settings, backup systems, and pre-programmed audio responses for various alert levels including "All Clear," "Suit Up," "Battle Stations," "Runway Alert," and "Scramble." Proposals will be evaluated based on technical capability (which is more important than price) and price, with the government intending to award a single Firm-Fixed Price contract to the most advantageous offeror. A mandatory site visit is scheduled for September 4, 2025, at 10:00 AM EST, with attendee names required by August 28, 2025, and the response deadline has been extended to September 12, 2025, at 2:00 PM EST via Amendment 001.

This procurement is designated as a 100% small business set-aside under NAICS Code 334290 (Other Communication Equipment Manufacturing) with a size standard of 800 employees. No incumbent contractors or current service providers are identified in the solicitation documentation, and no specific award values or budget ranges are disclosed by the government. The work must be completed within 90 days after contract award, with performance taking place at Joint Base Andrews, Maryland 20762. The solicitation anticipates an award date of September 24, 2025, and falls under PSC Code 6350 for Miscellaneous Alarm, Signal, and Security Detection Systems. The project represents a single job requirement focused on upgrading the alarm notification capabilities for the 113 ACA operations at the specified facility.
