STATEMENT OF WORK
For
113 ACA Alarm Notification System
13 August 2025
1.0. DESCRIPTION OF SERVICES
1.1. Scope of Work. The contractor shall provide all materials, equipment, tools, parts, permits, transportation, personnel, labor, supervision, and management needed to perform the removal of the existing alarm system and the installation of a new alarm system in Building 2489, Joint Base Andrews, MD 20762.
1.2. Project Objective. The objective of this project is to remove the existing notification system with two operator stations capable of controlling (20) twenty lighting systems and speakers with pre-programmed lighting and audio responses, as well as a Public Announcement function where operators can talk via microphone. The new alarm notification system does not need to be portable, with the exception of the mobile control unit. The alarm system must be capable of operating 24/7 with no required reset. The alarm must be capable of operating in a degraded state and displaying faults while continuing to operate. All connections must be hard-wired – no wifi, Bluetooth or radio frequency (RF) communications are permitted. Alarm must be capable of having a graduated volume setting between adjustable hours. When triggered, alarm must also turn secondary light on in each bedroom. Interior and exterior light cases must be black or dark gray.
Alarm system must have a back-up system.
Optional Requirement: Apply the 113 ACA logo to the control stations and both sides of the indoor lighting boxes.
1.2.1. Building Layout: This layout is for reference on all future installation points of information.
1.2.2. Operator Station: One in the command post, to replace the outgoing system, plus a portable unit capable of being carried to the alternate command post or a tertiary location and operating via the military Non-classified Internet Protocol Router Network (NIPRnet). Operator station must have hot keys to select “All Clear,” “Suit Up,” “Battle Stations,” “Runway Alert,” “Scramble,” and a PA option.
1.2.3. Lights: The contractor will install thirty-five (35) interior light displays to meet the following requirements:

1.2.4. Speakers: The contractor will install eighteen (18) speakers to meet the following requirements:

1.2.5. Interior Light Display: The contractor shall install four (4) lights constructed vertically in the following manner (image shows optional squadron logo at base of lighting system). These lights will be installed in each of the (4) bays by the front hangar door.

1.2.6. Alert Bay Light Display: The contractor will install four (4) lights constructed vertically in the following manner (image shows optional squadron logo at base of lighting system). These will be installed in each of the (4) bays near the back hangar door.
1.2.7. Pre-Programmed Audio: The contractor shall program the system with the following audio:
Red light selected: All clear tone + “All Clear” Blue light selected: “Suit Up” x 3 Yellow light selected: Klaxon tone + “Battle Stations” Yellow and green lights simultaneously selected: Klaxon tone + “Runway Alert” Green light selected: Klaxon tone + “Scramble”
1.2.8. Electrical Work: The contractor shall supply electricity from building main service panel to all alarm equipment by a licensed Master Electrician in accordance with the National Electric Code. The primary voltage shall be 460 Volt, three-phase, 60 Hz. Lighting voltage shall be 120 Volt, single-phase, 60 Hz. The contractor shall verify that a stepdown transformer with sufficient capacity is available for 120 Volt circuits.
1.2.9. Roof/Ceiling Penetrations: The contractor shall identify requirements, and/or make use of existing roof/ceiling penetrations required to achieve proper installation of the alarm system. If roof/ceiling penetrations are not available, the contractor shall provide a list of all necessary penetrations and locations needed to complete the requirements of this work package to the Government technical representative. The requirements shall be submitted to the Government prior to any penetration to the roof/ceiling.
1.2.10. Parts and Materials. The contractor shall ensure all parts and materials are new, and conform to the equipment manufacturer’s specifications, unless otherwise approved by the

Contracting Officer. Individual light exteriors may be plastic. Interior and Exterior light case must be constructed of metal and glass.
1.2.11. Project Changes. No alterations, additions, or deletions shall be made unless prior approval from the Contracting Officer. The contractor shall not perform any other work (e.g.
alterations, additions, or deletions); other than those identified in the contract. If the contractor determines there are changes that need to be made to the contract, the contractor shall submit documentation for changes to the Contracting Officer. The contractor shall not proceed with any changes until a modification reflecting the change is issued by the Contracting Officer.
1.2.12. Drawings and Manuals: Two sets of manufacturer’s design drawings shall be submitted for approval. Two sets of operator instruction manuals, maintenance service manuals and parts listing manuals shall be provided. The manuals shall be written in the English Language.
1.2.13. Standard Products: The unit replacement filters shall be new and regularly advertised products in order to provide a constant source of replacement parts and technical assistance.
1.2.14. Inspection/Acceptance: The contractor and government designated representative will performed a final walk though and inspection of the completed work. Any punch list items shall be documented and corrected prior to government acceptance. In addition, the worksite shall be thoroughly cleaned using materials and procedures recommended by the manufacturer. The contractor must remove all equipment, containers, and all other construction material upon completion of the contract. The contractor must dispose of all trash, debris, and excess material at a permitted site.
1.2.15. Warranty Terms: The contractor shall warranty their work for a minimum of one year with two additional years included with the warranty. The warranty shall include the manufacturer’s standard commercial warranty.
2.0 SITE LOCATION:
2.1 The contractor shall remove/install the alarm system in Building 2489 Joint Base Andrews, MD
3.0. GOVERNMENT FURNISHED PROPERTY AND SERVICES
3.1. Government Furnished Property. There is no government furnished property.
3.2. Government Furnished Facilities. The government will make available facilities located at Builiding2 489, Joint Base Andrews, MD. The government will provide the contractor (if requested) access to utilities such as power and water (if available) to accomplish all work in this requirement. The contractor shall identify its utility needs and shall submit a request to the Contracting Officer prior to tapping into any utility line or resource. The government will also provide contractor personnel access to restricted areas/facilities if necessary to accomplish all work in this requirement. The government will identify to the contractor areas needing additional access requirements prior to starting work.
3.3. Government Furnished Services. There are no government furnished services.
4.0. GENERAL INFORMATION
4.1. Contract Manager. The contractor shall provide an on-site contract manager who shall be responsible for contract performance and can act for the contractor on all matters relating to the daily operation of the contract. The name of this person and an alternate(s) who shall act for the contractor when the manager is absent shall be designated in writing to the CO. The Contract Manager and alternate must be able to read, write, speak, and understand English.
4.1.1. Availability of Contract Manager. The contract manager or alternate shall be available within 60 minutes during normal duty hours (paragraph 4.2) to meet on the installation with government personnel (designated by the CO) to discuss problem areas. After normal duty hours the director or designated alternate shall be available within 3 hours. The Contract Manager or alternate shall be available for contact by telephone 24 hours a day, seven days per week, including holidays.
4.2. Working Hours. The contractor shall perform services between the hours of 7:00 a.m. and 4:00 p.m., Monday through Friday, excluding Saturdays, Sundays and Federal Holidays. If the contractor desires to work after 4:00 p.m., weekends, or during Federal Holidays, the contractor must submit the request to the government at least 24hrs in advance. Each request will be considered on a case-by-case basis.
4.3. The following Federal Holidays are observed at Joint Base Andrews, MD.

4.4. Replacement of Government-Furnished Property. Should any Government furnished property require replacement, the Government shall be responsible for material cost, with the exception of equipment requiring replacement due to damage by contractor personnel or contractor equipment. The contractor shall submit requests for replacement of government-furnished equipment to the government project manager for processing. Such requests shall specify the reason for the replacement request.
4.5. Warranty Replacement. The Contractor shall be responsible for honoring manufacturers’ and contract warranties and shall maintain on-site records of equipment bearing warranties. The contractor shall provide support documentation for any warranty claims.
4.6. Emergency Services. The government will provide fire and police services. There are no emergency medical services available on base. The contractor shall dial 911 for emergency medical services.
4.6.1. Listing Of Employees. The contractor shall maintain a current listing of employees. The list shall include the employee's name, social security number and type of investigation, if contract work involves unescorted entry to Air Force restricted areas or other sensitive areas designated by the installation commander. The list shall be provided to the Contracting Officer and sponsoring agency’s Security Manager. An updated listing shall be provided when an employee's status or information changes.
4.6.2. Pass And Identification Items. The contractor shall ensure the pass and identification items required for contract performance are obtained for employees and non-government owned vehicles.
4.6.3. Retrieving Identification Media. The contractor shall retrieve all identification media, including vehicle passes from employees who depart for any reason before the contract expires;
e.g. terminated for cause, retirement, etc., and turn them in to the issuing office.
4.6.4. Traffic Laws. Contractor employees shall comply with all base traffic regulations.
Contractor employees are subject to random vehicle speed control checks. Contractor personnel cited for speeding on the installation may suffer loss of base driving privileges, debarment from the base, or other administrative action.
4.6.5. Random Personnel and Vehicle Searches. Contractor personnel are subject to random personnel and vehicle searches. If contractor personnel refuse to be searched, they will be denied entry to the base, and may result in loss of base driving privileges, debarment from the base, or other administrative action.
4.6.6. Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their contractor owned vehicle or privately owned vehicle while on Joint Base Andrews.
4.6.7. Reporting Requirements. Contractor personnel shall immediately report to an appropriate government authority any information or circumstances of which they are aware may pose a threat to the security of Department of Defense personnel, contractor personnel, resources, and classified or unclassified defense information.
4.6.8. Physical Security. Contractor employees shall be responsible for safeguarding all government property and controlled forms provided for contractor use. At the end of each work period, all government facilities, equipment, and materials shall be secured.
4.7. Safety. The contractor shall comply with all applicable laws and safety regulations.
Compliance with OSHA and other applicable laws and regulations for the protection of employees is exclusively the obligation of the contractor, and the government will assume no liability or responsibility for the contractor’s compliance or noncompliance with such responsibilities.
4.8. Work Area. The contractor shall, at all times, keep work areas free from accumulations of waste material, rubbish, tools, scaffolding, equipment, and materials. Upon completion of the job or when away from the work site, the contractor shall leave the work area and premises in a clean, neat, safe and workmanlike condition. The contractor is responsible for removal and proper disposal of all job related waste material at a permitted site.
4.9. Access and General Protection /Security Policy and Procedures: This standard language is for contractor employees with an area of performance within Government controlled installation, facility, or area. The contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the Contracting Officer’s Representative (COR). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the local installation’s Security Forces, Director of Emergency Services or local Security Office. The contractor shall ensure compliance with all personal identity verification requirements as directed by DoD, HAF and//or local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes.
4.10. Security and Personnel Access. Strict security and personnel access control shall be maintained. To gain entry into restricted areas, contractor personnel must be listed on an Entry Authorization List (EAL), have proper identification (two forms, one of which must have a photograph), be identified by Government escort personnel, and be physically escorted on site by authorized escort personnel. Every effort will be made to coordinate these requirements in advance; however, there may be delays of up to 15-30 minutes when escorts are required, and contractor personnel should anticipate delays.
a. Five days prior to the initial commencement of work, the contractor must submit to the
COR a list containing the names and SSAN of all employees who will be engaged in restricted work areas. The contractor will also submit a list of vehicle descriptions and serial numbers for the vehicles brought into the restricted area. The COR will then prepare an Entry Authorization List for approval. The EAL will be updated every thirty (30) days thereafter, or until such time as the list has been altered by 25%, at which time an entirely new list must be submitted by the contractor to the COR. After the initial list has been submitted, all changes must be submitted 48 hours in advance of the added person’s required access to the site.
The requested changes will be submitted to the COR in writing.
b. For entry into controlled areas, the contractor shall contact the sponsoring agency to arrange for an escort and to coordinate the work time. The CO will provide a list of points of contact and phone numbers for controlled area access. Attempts to enter controlled areas unannounced will be considered a security violation.
c. Contractor personnel shall avoid restricted and controlled areas, unless work is to be accomplished in restricted and controlled area and all necessary coordination and pre-announcements have been made.
4.11. Base Entry Requirements. The contractor shall obtain Government identification documents for all employees, by submitting an application to the CO. The contractor must provide the full name, social security account number (SSAN), driver’s license number (including state), and hours of required access, for each contractor employee. Any employee who does not have a driver’s license must provide another official form of picture ID. Any employee desiring to bring a privately owned vehicle on Joint Base Andrews must provide proof of automobile registration and at least the minimum required liability insurance, as well as a valid driver’s license.
4.12. For Contractors that do not require CAC but require access to a DoD Facility and/or Installation: Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (AFI 10- 245, AFI 31-101 and AFMAN 31-113), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.
4.13 Contractor Vehicle Requirements. All vehicles used in the performance of the contract shall be properly registered and meet local, state, and federal safety and emissions requirements.
Vehicles shall be in satisfactory mechanical condition and present a neat and clean appearance.
Any vehicle(s) not so maintained may be ordered removed from the base by and at the sole discretion of the CO, until satisfactory repairs are made. The contractor shall operate vehicles to comply with base traffic regulations. Vehicle- mounted communication equipment shall conform to all applicable base and federal frequency regulations and avoid conflict with existing frequencies.
4.14 Employee Uniforms. No uniforms are required; however, employees should present clean and professional appearance.
