About this opportunity
The GSA Federal Acquisition Service has issued a Special Notice announcing a sole source bridge task order award to CW Government Travel, Inc. for Travel Management Company (TMC) services supporting the Department of Defense's Defense Travel Management Office (DTMO) in Defense Travel Area 8 (DTA 8), covering the Asia Pacific region. Posted on February 26, 2026, this Special Notice includes a Limited Sources Justification (LSJ) and an addendum extending the period of performance due to a Court of Federal Claims protest filed on March 6, 2026. The incumbent contractor, CW Government Travel, Inc., is being retained to maintain service continuity while the follow-on contractor, Omega World Travel, transitions into the contract after winning a full and open competition. This bridge task order is being executed under FAR 8.405-6 authority, which permits sole source awards when urgent and compelling circumstances exist. The contracting officer certified this acquisition on March 16, 2026.
The primary objective of this Special Notice is to maintain uninterrupted Travel Management Company services during the transition between contractors, as the specialized expertise required to support Defense Travel Regulations, Joint Travel Regulations, and the Defense Travel System cannot be quickly transferred to a successor contractor. The original performance period of March 1 through April 8, 2026 (38 calendar days) has been extended through July 8, 2026 to accommodate the ongoing COFC protest litigation, with potential for further extension based on case resolution timing plus up to 90 days for transaction activities. This acquisition is not open to competitive bidding, as it constitutes a sole source award to the incumbent contractor based on urgent and compelling need and the absence of alternative sources capable of providing the required services without significant disruption to DoD's mission-critical travel operations. The justification acknowledges that while CW Government Travel has experienced some performance issues, the continuity provided by retaining the incumbent contractor presents less risk to the Government than attempting to transition services immediately to an alternative source. The estimated contract value, contract vehicle details, and specific task order requirements are contained in the attached LSJ documents.
