About this opportunity
The Defense Logistics Agency Energy is seeking contractors to provide Marine Gas Oil (MGO) fuel to US Ships and Vessels at various port locations under the DLA Energy Ships and Bunkers 1.3D CENTCOM Program. This solicitation (SPE608-25-R-0200) will establish a fixed-price requirements contract with economic price adjustment covering the period from award through November 30, 2028. Contractors must demonstrate technical capability to support MARPOL 73/78 ANNEX VI fuel delivery standards and submit a Certificate of Analysis/Certificate of Quality along with a Commitment Letter from suppliers. The evaluation will use a Lowest Price Technically Acceptable (LPTA) approach, assessing both technical capability and price. Proposals are due by August 4, 2025, with the solicitation posted on July 3, 2025.
This procurement does not utilize any set-aside designations and no incumbent contractors are identified in the solicitation materials. The contract covers 23 Contract Line Item Numbers (CLINs) across multiple countries in the Middle East, including the United Arab Emirates, Egypt, Jordan, Qatar, Kuwait, Oman, Bahrain, and Saudi Arabia, with fuel quantities ranging from 1,350 metric tons to 132,095 metric tons per delivery location. Reference pricing ranges from $406.55 to $624.25 per metric ton, with most locations priced at $584.12 per metric ton for Gasoil. The largest fuel requirements are at Mina Sulman, Bahrain (132,095 MT), Mina Jabal Ali, UAE (44,080 MT), and Aqaba, Jordan (34,290 MT). While the place of performance is listed as Fort Belvoir, VA, the actual fuel deliveries will occur at various ports and naval bases throughout the CENTCOM region using delivery methods including tank trucks, barges, and tank wagons.
