About this file

This is a procurement determination document from the City of Santa Fe, New Mexico, specifically addressing the classification and procedural requirements for a Zamboni Operations & Technical Assistance contract at the Genoveva Chavez Community Center (GCCC) Ice Arena. The scope of work encompasses on-call and scheduled ice resurfacing operations, staff training and skill development on Zamboni equipment, pre- and post-operation equipment inspections, minor technical adjustments, and operational recommendations to maintain safe and consistent ice conditions. The contractor will operate under the direction of the Community Health and Safety Department and coordinate with Ice Arena staff to support public skating sessions, athletic practices, competitive events, and community programming. No specific response dates, due dates, site visits, bidder meetings, award dates, or contract terms are identified in this determination document.

The procurement has been classified as General Services. The determination does not address whether the procurement method complies with all relevant legal requirements and reserves the right to modification should the scope of work differ from what was submitted. The City of Santa Fe requires adherence to its Central Purchasing division processes, the Procurement Manual, and applicable state statutes. The determination references WorkQuest dba Horizons of New Mexico (vendor #8673) as a potential approved vendor and requires coordination with other City departments if applicable, including IT, Vehicles, Construction/Facilities, and others depending on specific components. The procurement must follow funding source identification procedures and may require a minimum of three quotes if the annual forecasted amount is between $20,000 and $60,000, or an Invitation to Bid (ITB) if the amount is $60,000 or greater per New Mexico state statute.

If you are processing a procurement where the forecasted amount is =/> $60k, per NMSA 1978, Section 13-1-102, the procurement method must be ITB (if you choose not to use a cooperative or an existing contract). If you feel you need to process an RFP, you must get an Authorization and Plan approved before you process.ௗ

< $20k per year, one quote is acceptable.ௗ

From $20k to $60k per year, if you aren’t using a cooperative or existing contract, you must provide 3 quotes in your req. Must use the Munis Bid Module, OpenGov, or Pavilion.ௗ ௗ

Identify your funding source and notify Purchasing.

It's essential to determine the funding source early, as it impacts the required documentation and contract language. For example, if federal funds are being used, specific federal provisions must be included in both the procurement request and the resulting contract. Notifying Purchasing of the funding source upfront ensures compliance and avoids delays.

Follow the link below to review existing price agreements, contracts, or cooperative agreements that might be applicable to this request. You might be able to use an existing price agreement/contract to save time and money.ௗ
