About this file
This document is a declination email from Horizons of New Mexico regarding a Scope of Work solicitation issued by the City of Santa Fe's Community Health and Safety Department for Zamboni Operations & Technical Assistance at the Genoveva Chavez Community Center (GCCC) Ice Arena. The City requested qualified contractors to provide scheduled and on-call support for ice resurfacing operations, including performing on-site ice resurfacing during public sessions, practices, games, and special events; providing staff training on safe Zamboni operation and troubleshooting; conducting pre- and post-operation equipment inspections; and offering operational recommendations to enhance facility performance and ice quality. Matt Loehman, Executive Director of Horizons of New Mexico, declined the procurement opportunity in his response dated December 12, 2025, indicating the organization would not submit a proposal.
No additional details regarding pricing terms, contract duration, funding sources, award dates, response deadlines, or other procurement specifics are contained in this declination correspondence. The email indicates this opportunity was offered through the State Use Act program, which supports employment of individuals with disabilities while providing procurement cost and resource savings to the City. The solicitation originated from Justin M. Gonzales, Youth and Family Services Division Project Administrator with the City of Santa Fe Community Services.

The State Use Act helps people with disabilities become gainfully employed, and it saves you valuable time and resources otherwise used during the procurement process.
