About this file
This document contains Department of the Air Force (DAF) contract clauses and requirements applicable to a federal contract acquisition. The document includes three primary regulatory sections: DAF Part 01 addressing the appointment of an ombudsman to facilitate resolution of concerns from offerors and potential offerors; DAF Part 23 prohibiting the use of Class I Ozone Depleting Substances (ODS) including halons, chlorofluorocarbons, carbon tetrachloride, methyl chloroform, and methyl bromide in contract performance; and DAF Part 23 establishing health and safety requirements for work performed on Government installations, including contractor obligations to prevent accidents, preserve personnel safety, and comply with Department of the Air Force Occupational Safety and Health (AFOSH) Standards as directed by the contracting officer.
DAF Part 42 requires contractors to obtain base identification and vehicle passes for all personnel making frequent visits to or performing work on Department of the Air Force installations. Contractors must submit written requests on company letterhead specifying contract number, work site location, start and stop dates, and names of employees and subcontractors requiring access. Personnel must wear or display installation identification badges during visits or work performance. Contractors are responsible for obtaining identification for newly assigned personnel and ensuring prompt return of credentials upon employee departure or contract completion. For work requiring unescorted entry to controlled or restricted areas, contractors must comply with DAFI 31-101 and DODMAN 5200.02/DAFMAN 16-1405. Additionally, contractors must provide after-hours contact information for personnel whose normal place of duty is on a Department of Defense installation and comply with DAFMAN 10-206 for emergency operational reporting. Failure to comply with these requirements may result in withholding of final payment.
