About this file

This document is a Justification and Approval (J&A) for Other Than Full and Open Competition for the 439th Airlift Wing at Westover Air Reserve Base. The contract involves a sole-source procurement of a Guardian CB-Hybrid Permanent Horizontal Lifeline Fall Protection System as part of a roof repair project for Hangar 9, with an estimated Period of Performance of 365 days in summer 2025. The total project involves roof replacement and fall protection system installation, with the brand-name components representing approximately 3% of the overall construction project.

The J&A justifies the sole-source acquisition based on Westover ARB's existing use of the Guardian system on multiple facility rooftops, emphasizing consistency in installation practices, elimination of custom engineering, and uniform system interoperability. The contracting office plans a competitive Request for Proposal (RFP) with subcontracting opportunities for small businesses. Market research indicated adequate small and large businesses can perform the acquisition, and the solicitation will be posted on SAM.gov. The contract will be a firm-fixed price, with the contracting officer expecting to determine the cost is fair and reasonable based on analysis from 439th Civil Engineering.

Westover ARB has already installed the Guardian CB-Hybrid system on several facility rooftops. Continuing with this system across all remaining roofs ensures consistent installation practices, eliminates the need for custom engineering on each structure, and supports uniform system interoperability base-wide.

Standardizing fall protection systems is a key element of a comprehensive safety strategy. The CB-Hybrid system provides a consistent and familiar interface for maintenance and operational personnel, significantly reducing the risk of fall-related incidents. Uniform equipment allows standardized training, ensuring personnel proficiency without the need for multiple system certifications.

To ensure mission continuity, personnel safety, and operational efficiency, it is in the best interest of Westover Air Reserve Base to sole-source the procurement and installation of fall protection systems to Guardian Fall Protection, utilizing their CB-Hybrid Permanent Horizontal Lifelines System. This approach supports a long term, base-wide fall protection strategy aligned with Air Force safety standards and engineering best practices.
