About this file

This Request for Information (RFI) concerns a roof repair project for Hangar 3 & 9 under contract FA660625R0002/0005, issued by Building Innovators on 7 August 2025. The RFI addresses two key staffing clarification questions: (1) the requirement for a Registered Roof Observer (RRO) and (2) role limitations for project personnel. The response confirms that a Registered Roof Observer is required, with their on-site time determined by ASTM D7186-14(2021) standards, and their primary function is to provide independent quality control and documentation of roofing work. Regarding personnel roles, the response specifies that the Site Safety and Health Officer (SSHO) may serve dual roles either as QC Manager or Superintendent, but cannot simultaneously hold all three positions, with a clear restriction that anyone in the Superintendent role cannot serve as the Quality Control manager.

FA660625R0002/0005 Repair Roof, Hangar 3 & 9

Building Innovators 7 August 2025

I am requesting clarification regarding staffing requirements outlined in the project specifications.

1.Registered Roof Observer Requirement Per Section 1.30.00, clause 1.7.4, it states:

“A project Registered Roof Observer is required that reports directly to the Contracting Office without contractor consultation.” Please confirm whether a Roof Inspector is required for this project. If so, is this position expected to be full-time for the duration of the project, or can it be part-time?

Question: 2.Superintendent, SSHO, and QC Roles Section 1.30.00, clause 1.7.1 states:

“The Superintendent is not permitted to also serve as the Quality Control (QC) Manager on the project. The role of QC shall be performed by a separate individual.” However, Section 01.35.26, clause 1.5.1.1.1 states: “The SSHO may also serve as the Quality Control Manager. The SSHO may also serve as the Superintendent.” Please clarify whether the Superintendent may also serve as the SSHO and QC Manager, or if these roles must be filled by separate individuals.

2 BEFORE AWARD

The SSHO may wear dual hats - either also as the QC Manager or Superintendent. If the SSHO is also acting as the Superintendent, they cannot serve as the QC Manager. One individual should not be acting as all 3 roles. Anyone in the Superintendent role cannot serve as the QC.

A Registered Roof Observer is required for this project. The time on site will be based on the requirements of ASTM D7186-14(2021). The RRO's primary role is to provide objective observation and documentation of the roofing work. They act as an independent quality control agent, ensuring the installation meets specified drawings/requirements. The reports document the progress of the work, identify any deficiencies or non-conformities, and recommend corrective actions.
