About this file

This is a concessions solicitation issued by the Wisconsin Department of Natural Resources (DNR) for food services and retail operations at Yellowstone Lake State Park. The Department seeks proposals from either nonprofit or for-profit organizations to operate the park's concessionaire facility, which has remained vacant for over one year. The requested services include food services/restaurant operations, a camp store with small convenience items, ice cream sales, coffee, and baked goods. The Department owns the building and will provide it to the selected concessionaire. Notably, boat rental services, bait sales, and firewood sales are excluded from this solicitation as these services are currently provided by the Friends of Yellowstone Lake organization. An on-site vendor conference is scheduled for May 18, 2026 at 11:00 AM, written questions are due by May 21, 2026, and proposals must be submitted by May 29, 2026 at 2:00 PM.

Historically, the concessionaire facility has operated as a family restaurant with ice cream as a primary revenue driver, and the most successful operators have offered special promotions such as fish fries and Sunday breakfast service. The previous operator, Lafayette Dairy Sales, Inc., primarily focused on ice cream with limited operating hours and reduced profitability. The Department notes that no breakfast restaurant currently exists near the park, presenting a potential business opportunity. The facility was originally established fifty years ago as a walk-up ice cream and soda shop and has been expanded multiple times to include seating areas and a larger kitchen. Concessionaire revenue has historically varied based on the products and services offered by individual operators.
