RE: Yachats Commons Condition Assessment
I. Introduction
On March 20 and 21, representatives from Civil West Engineering Services, inc. conducted an inspection of the Yachats Commons Building located at 441 Hwy 101 N. in the City of Yachats, Lincoln County, Oregon, property tax ID is 14-12-27-DA-04500-00.
The Yachats Commons was built in the 1930s and used as a school until 1983. In 1990, the building was bought by the City of Yachats to serve as a community center and housed the City government offices until they were moved next door to 501 Hwy 101 N. in November of 2020. The Commons hosts a wide variety of events, including monthly free movie nights, play readings and drum circles, seniors' luncheons, and concerts of the Yachats Big Band. Periodically, concerts by the Oregon Coast Chamber Orchestra and plays, musicals, and revues by One of Us Productions are performed on the stage in the large auditorium, and a number of art and craft shows are held at the Commons as well. From May through October the Commons is the site of the outdoor Yachats Farmers Market. (Wikipedia, 2023) Currently the Commons hosts a day care, a teen after hours program, and a community library in the basement.
The City has contracted with Civil West to conduct a condition assessment of the structure and prepare a detailed report with the purpose of identifying any needed improvements or renovations to allow the building to continue to function as a community space. In the following report, various building components and associated conditions are discussed and recommendations for improvements are underlined. In Appendix D a list of all recommendations are included for easy reference.
II. Condition Assessment
The original building was constructed in the 1930’s and the gymnasium and meeting rooms 5, 6, 7, and 8 were added sometime later (Date unknown). The building is a timber framed single story over a basement constructed of cast-in-place concrete. The roofing materials are a combination of composite asphalt shingles over angles portions, and TPO (thermoplastic polyolefin) membrane over the flat roof portions. Siding is primarily cement board (Hardiplank) and all windows have recently been replaced with dual-pane vinyl. The building is equipped with a Perkins 4cylinder 30kw Generator assembly.
A. Fire Code Requirements
All buildings are regulated by the Oregon Fire Code (OFC) (International Code Council, 2022) and are required to have approved means of egress for emergencies as described in Chapter 10, Means of Egress. This structure was
Yachats Commons Condition Assessment
2 | P a g e constructed prior to the issuance of state building code regulations in 1974, and typically the technical details of providing the means of egress is regulated under Chapter 11 of the OFC, Fire and Life Safety Requirements for Buildings Constructed Prior to a State Building Code. However, it is apparent that the building has been modified extensively since its original construction. Changes in use or occupancy require that the structure be upgraded to comply with International Building Code. It is therefore assumed that current requirements for means of egress and accessibility are applicable.
Egress routes, signage and doors were reviewed for general compliance with these chapters of the Oregon Fire Code. The occupancy classification is likely Assembly Group A-3 (OFC 303.4) for most of the building, and occupancy classification Educational Group E for the daycare facility (OFC 305.2) if it serves more than 5 children, which seems to be the case. Chapter 11 of the OFC requires occupancy classification A and E to comply with the sections shown in the excerpt from Table 1103.1 from the OFC below. Of these sections, the Commons Building only has two sections that apply.

These two sections of the OFC were referenced when evaluating fire protection requirements at the Commons Building. Section 1103.2 reads as follows:
1103.2 Emergency responder communication coverage in existing buildings
Existing buildings other than group R-3, that do not have approved in-building, two-way emergency response communication coverage for emergency responders in the building based on existing coverage levels of the public safety communication systems, shall be equipped with such coverage according to one of the following:
1. Where an existing wired communication system cannot be repaired or is being replaced, or where not approved in accordance with section 510.1, Exception 1.
2. Where a time frame established by the adopting authority.
Exception: Where it is determined by the fire code official that the in-building, two-way responder communication system coverage system is not needed.
3 | P a g e
Such a system does not exist in the Commons Building and the local Fire Marshall will make the determination if the structure must come into compliance with this requirement.
Section 1103.7.1 Reads as follows:
1103.7 Fire Alarm Systems.
An approved fire alarm system shall be installed in existing buildings and structures in accordance with Sections 1103.7.1 through 1103.7.6 and provide occupant notification in accordance with Section 907.5 unless other requirements are provided by other section s of this code.
1103.7.1 Group E
A fire alarm system shall be installed in existing Group E occupancies in accordance with sections 907.2.3 Exceptions:
1. A manual fire alarm system is not required in a building with a maximum area of 1,000 square feet that contains a single classroom and is located not closer than 50 feet from another building.
2. A manual fire alarm system is not required in Group E occupancies with an occupant load less than 50.
The structure is already equipped with a manual fire alarm system. This system was evaluated separately by Ace Alarms in 2019 and is not included in this evaluation.
1. Number of Emergency Exits Each space was evaluated for compliance with Chapters 10 and 11 of the OFC for compliance with means of egress, door type and opening, and emergency exit signage. Figure II-1 shows a plan view of the main floor and basement for the Commons Building. This plan shows the square footage for each room, the maximum occupancy of the room based upon the use of the room as determined by Table 1004.5 of the OFC, and the corresponding required number of emergency exits. In accordance with OFC Section 1006.2, building spaces within Occupancy Groups A and E shall have at least one (1) exit or exit access up to an occupancy of 49. Between 49-500 each space shall have three (3) exits. RECOMMENDATION: Rooms no. 3 and 7 each only have one (1) exit but are required to have two (2) based upon calculated occupancy. One solution to this problem is to post the room at a lower occupancy so that only one (1) exit is required.
2. Emergency Exit Signage In accordance with OFC 1013.1 Exits and Exit access doors shall be marked by an approved sign readily visible from any direction of egress travel. Likewise, the pathway of egress travel to exits and within exits shall be marked by readily visible exit signs to indicate the direction of travel in in cases where the exit or path of egress travel is not immediately visible to the occupants. However, exit signs are NOT required in rooms or areas that require only one (1) exit or exit access. Also, in accordance with OFC 1013.3, exit signs shall be internally or externally illuminated and shall be redundantly powered in case of outage (OFC 1104.5). OFC Section 1032.5 states that when a door is adjacent to, constructed similar to and can be confused with a means of egress door, that door shall be identified by an approved sign that identified the room name and use of the room.
Figure II-1 shows where each exit sign and “no exit” sign is located and if it is lit or not. Most exit signs are not lit.
In rooms where only one (1) exit is required this is not a problem since signage is not required anyway.
RECOMMENDATION: Lighted exit signs should be added at emergency exit doors in rooms 1, 3, 7, and 8.
3. Emergency Exit Doors In accordance with OFC 1010.1.2.1, Doors are required to swing outward in the direction of egress for occupancies of 50 or more. Furthermore, door hardware must allow operation from the egress side without the use of a key or special knowledge (OFC 1010.2), the unlatching of the door for egress shall not require more than one motion in a single linear or rotational direction to release all latching and all locking devices (OFC 1010.2.1), 4 | P a g e and swinging doors serving rooms or spaces with an occupancy of 50 or more in a Group A or E occupancy shall not be provided with a latch or lock other than panic hardware or fire exit hardware (OFC 1010.2.9). Figure II-1 shows the doors for each room and direction of swing. Some exit doors swing in the wrong direction.
A summary of the means of egress improvements that are needed are included in TABLE II-2.
B. Fire/Emergency Exit Plan There are Fire/Emergency Exit Plans posted in most rooms of the structure. Unfortunately, this plan is dated and the building configuration is no longer represented correctly in the plan.
RECOMMENDATION: Emergency exit plans should be updated with the correct building footprint and means of egress routes clearly marked on the map. The current maps show all building doors and many of the doors are locked on the preventing access to an exterior door on the other side. For example, the commercial kitchen is normally locked at the doors leading to the gymnasium. This would not be an appropriate means of egress for someone in the gymnasium.
C. Doors, Windows & Security The Commons Building has many different keys that unlock various portions of the building. The Building was keyed at one time to a key hierarchy system with a master key. Over time, locks have been changed and the master key no longer unlocks all doors. In particular, the front doors, old council chambers, room 6 and the old planning office (rm 2) no longer use the master key. Figure II-2 the various keys and key boxes that open different doors.

There are several key boxes around the outside of the building and one inside the building next to the Council Chambers door. Each key box contains a key for the adjacent space to allow access to only that part of the building. However, all of the key boxes use the same code so once someone is given the code, they have free access to any part of the building since all of the building can be accessed by keys in one of the key boxes.
RECOMMENDATION: Key box codes should be unique from one another and should be changed regularly.
Windows throughout the building have recently been replaced and all are vinyl double pane windows. Doors are of various type as shown in Figure II-2. Steel doors offer the best security and fire protection. The City may want to consider replacement of some doors to improve security and fire protection when modifying the doors to comply with means of egress requirements.
D. Heating and Ventilation
The Commons Building is heated by various different types of systems and manufacturers. The predominant heating system type are heat pumps system manufactured by Mitsubishi and Fujitsu. The gymnasium and rooms 3, 7 and 8 are heated by a common Mitsubishi heat pump system with multiple control units and a single condenser located at the south end of the building. Rooms 1, 4, 5, and 6 are heated by individual Fujitsu heat pump systems that each have a control unit and associated condenser outside. All control units are mounted up high on the wall and control of the unit is via a cordless remote control. Patron using the gymnasium playing pickleball complained that nobody could ever find a remote to adjust the temperature. During the assessment a
Figure II-2 Doors, Windows & Security (Also Included in Appendix A)
6 | P a g e remote control was found for the system in room 7 and the childcare facility in room 4 had one hanging on the wall. RECOMMENDATION: Permanently mount the remote control in the rooms so heat control is possible and the remotes don’t walk away. The disconnect breakers for the various heat pumps are located outside adjacent to the condensers. All the disconnect boxes were unlocked, allowing passers by to shut off heat to the building.
RECOMMENDATION: Add padlocks or disposable wire lockouts similar to those CLPUD uses on electric meters to the exterior disconnect boxes to prevent vandalism. Condensers and control units all appeared to be in good condition.
In addition to the heat Fujitsu heat pump system, the old Council Chambers (Room 1) has two cadet radiant wall heaters that are operated by a thermostat located in the north-east corner of the room. The southern Cadet still functions but the northern Cadet trips the units overload switch after a few seconds of operation.
The afterschool program room (Rm 2), the public bathrooms, and the basement are all heated by an electric forced air furnace manufactured by Mitsubishi located in the basement. The furnace appears new. In addition to forced air heat, room 2 also has two Cadet electric radiant wall heaters along

Bar and Lighted Exit Sign
Figure II-4 Heating Ventilation and Air Conditioning (also included in Appendix A)
7 | P a g e the west wall. Neither Cadet was functional. The western office attached to Room 2 also has a Cadet electric radiant wall heater that does not work. Breakers for all Cadets in this area are located next to this Cadet.
The storage room located south of the gymnasium is heated by a Cadet electric radiant wall heater with built in thermostat. This Cadet works. The gymnasium has a hanging gas heater located in the north-east corner. No thermostat is connected to the heater and it does not appear operational, although it looks in good condition. A cover for a radiant wall heater is located next to the entry doors adjacent to the Council Chambers. The heater has been removed and the cover is empty.
E. Roof Systems and Drainage
The roofing system and attic were assessed for condition. Although previous water intrusion was obvious in the attic space, there were no active leaks at the time of the assessment and it was raining steadily all day. The roof is constructed of composite asphalt shingle on the pitched portions of the roof, and by a TPO membrane on the flat portions of the roof.
1. Roof and Gutter Sag Water was observed to be draining down the wall at the southwest corner where the gymnasium meets the main building into the electrical room. See Figure II-5. The reason for this leaking water is because the roofline of the gymnasium on the west and south sides has no eaves. The gutters are mounted to the edge of the roof which is flush with the wall. The edge of roof and gutter have sagged in this location causing the water to fill the gutter to the top then spill over and run down the wall. The water is causing significant decay in the electrical room. See
Figure II-5 Roof and Drainage (Also available in Appendix A)
8 | P a g e figures Figure II-8 through Figure II-8. RECOMMENDATION: Construct an eave along the south wall of the gymnasium, thereby extending the roof past the underlying wall. The gutters should be rehung to drain correctly along this new roofline.
2. Water Draining into Crawlspace Vents The topography of the site causes the water to run from the east/front of the building to the west/back of the building. The topography also goes uphill as you head north. As rainfall runoff drains around the north end of the building, it runs along the foundation edge and into the crawlspace openings. It is not good practice to allow water to drain along a foundation edge, since it will infiltrate into the crawlspace and tends to cause soil to erode because it channels against the concrete and picks up velocity. In this instance, the fill against the northeast end of the building is also too high, allowing the water to pour into the crawlspace openings. RECOMMENDATION:
Regrade the north end of the building to direct water away from the building foundation. See Figure II-10 and Figure II-10.

F. Lighting and Electrical Systems/Generator
1. General Electrical Systems Civil West generally reviewed lighting and electrical system, testing outlets, light switches, and identifying breaker box locations. Electrical systems appear in good condition; all observed wiring is new Romex with no exposed wiring, all outlets are functional and have ground terminals, and breaker boxes have modern breakers. Several light switches were non-functional but it was undetermined if that was because the light bulbs were burned out or the switch was functional. It was observed that several bulbs were burned out in the storage room south of the gymnasium and in the storage closet across from room 4.
2. Stage Lighting and Sound Stage lighting and sound systems were generally reviewed for condition and function. Spotlights were not tested. The work lights on stage functioned and the sound system powered up but was not operated. There is a light rack that hangs above the gymnasium floor with spotlights for the stage. These lights are unprotected from activities in the gymnasium. See Figure II-12. Some patrons were observed playing pickleball when the assessment was conducted and they struck the lights several times with the ball. RECOMMENDATION: Remove the spotlights from the gymnasium lightbar when not in use to protect them from damage.

Figure II-12 Exposed Spotlights
Figure II-12 Unprotected Floor Outlet
10 | P a g e
There is an electrical outlet in the floor at center stage that does not have a cover. RECOMMENDATION: Install a cover as soon as possible to protect both the outlet and stage users.
3. Generator At the time of the assessment the generator was not accessible. Arrangements were made to return to the site on June 14 with a generator technician from Marine Deisel to assess the generator condition. The writeup from the technician is included as Appendix C. The genset (motor and electrical generator) was operated and appears in good condition with low operating hours. The weather enclosure surrounding the genset and the integral fuel tank below the genset are severely degraded by the weather with obvious holes in the enclosure. RECOMMENDATION: Temporarily mend holes with sheet metal to prevent intrusion by vermin which may damage the wiring. The weather enclosure and fuel tank appear beyond repair and should be replaced. The report by Marine Diesel in Appendix C includes estimated costs for enclosure replacement.
G. General Building Structural Condition
The building is in good condition and has obviously been well maintained. There are a few items that were observed that the City may want to add to a maintenance schedule.
1. Concrete popouts Several areas of concrete popouts were observed that were caused by rebar being too close to the surface of the concrete. Since the rebar was close to the concrete surface it began to rust. As the rebar expanded during the corrosion process, it popped the concrete surrounding it causing it to fall off. This process will continue as the rebar continues to rust.
RECOMMENDATION: Chip out the loose concrete, coat the rebar with a rust inhibitor, then patch the concrete to protect the rebar from moisture.

Figure II-15 Concrete Popouts - S. Wall by Utility Room
11 | P a g e
2. Missing Siding On the southeast corner of the gymnasium there is a piece of siding missing. RECOMMENDATION: Replace missing siding to prevent water intrusion.
3. Peeling Paint Peeling paint was observed on some of the fascia and wood siding corners. RECOMMENDATION: Strip and paint building trim to prevent rot.
4. Abandoned Piping The building had once been heated by a boiler system. When the boiler was replaced by alternative heating methods, much of the piping was left in place. In the basement, this piping crisscrosses at the ceiling creating headroom obstructions. RECOMMENDATION: Remove old boiler piping to eliminate headroom obstructions and simplify the mechanical systems in the basement to maintenance personnel do not get confused with what systems are live and what systems are abandoned.
5. Abandoned Radiant Wall Heaters As discussed above in Section IIC, Heating Ventilation and Air Conditioning, several obsolete radiant heaters still exist in rooms 1 and 2. Only one of these heaters still functions correctly. These heaters can be turned on by users of the building and represent a risk of causing an electrical fire if left energized. RECOMMENDATION:
Remove the heating element from the box and safely terminate the conductors.

III. Summary In general, the condition of the building is very good. The roof and windows appear relatively new and there is no signs of current water intrusion. Only one repair recommendation we would recommend as urgent and that is addressing the sagging roofline and gutter that is causing water to run into the electrical/utility room as described in Section II.E.1. One recommendation will likely need to be added to the Capital Improvement Plan and that is the replacement of the weather enclosure for the generator as described in Section II.F.3. The remaining recommendations can be added to the routine maintenance schedule as discussed above and summarized in TABLE II-3 below.
