About this file

This is a Sole Source Public Notice issued by the City of Salem, Oregon, for Garden Management, Maintenance and Curatorial Services at Deepwood Estate and Bush Pasture Park. The City intends to award a contract to Lord & Schryver Conservancy, the sole prospective contractor identified for this specialized service. The contract is structured as a five-year renewable agreement with an anticipated award date of June 7, 2024, following a public notice period that began on May 31, 2024. The notice provides a seven-day protest period for affected parties who wish to challenge the sole source determination, with protests required to be submitted to the City Manager's office at 555 Liberty Street SE, Room 220, Salem, Oregon 97301.

The annual contract value is $18,000 per year under the five-year renewable agreement structure. The City has determined that the services are available from only one source and has invoked its Public Contracting Rules, Section IV, which permits alternative source selection methods for personal services and professional services. Protests must be accompanied by a certified or cashier's check for $500 to cover processing costs and must include detailed legal and factual grounds, supporting evidence, a description of resulting harm, and the relief requested. Any protests submitted after the seven-day deadline will be considered untimely and will not be reviewed.
