About this file

This is a Request for Proposals (RFP) issued by Orange County, Florida, seeking professional engineering services for the Orlo Vista Integrated Water Resources Project. The project aims to mitigate flooding in the Orlo Vista neighborhood and augment the county's reclaimed water supply by pumping excess stormwater from the Orlo Vista pond system into Shingle Creek. The RFP (No. Y25-809-CC) was issued on July 16, 2025, with sealed electronic proposals due by 4:00 PM local time on August 19, 2025. A non-mandatory virtual pre-proposal conference is scheduled for July 23, 2025, at 10:30 AM. The project's estimated design cost is $2,900,000, with an overall construction budget of $14,500,000, and the contract term is set for 1,080 days after the Notice to Proceed.

The project will be funded through multiple sources, including the Florida Department of Environmental Protection (FDEP) Alternative Water Supply Grant and the Community Development Block Grant - Disaster Recovery (CDBG-DR) Federal Grant. The engineering services will encompass comprehensive tasks including preliminary engineering, grant funding assistance, design and construction documents, surveying, geotechnical investigation, ecological investigation, community meeting coordination, bidding assistance, and construction administration. The county will use the OpenGov Procurement portal for all submissions and has established specific evaluation criteria, with weights assigned to similar project experience, project team skills, and approach understanding. Professional liability insurance of at least $1,000,000 is required, and the project involves designing infrastructure to pump approximately 2 million gallons per day of stormwater for public access reuse standards.
