About this file

The document is a Fire Protection System Protocol for Capital Planning Projects issued by the Orange County Convention Center (OCCC) in Florida. The protocol provides detailed procedures for four specific scenarios: installing fire alarm systems, downloading programs, pretesting, and final testing with the Authority Having Jurisdiction (AHJ). Each procedure requires the OCCC Designated Fire Alarm Company to follow a strict 14-step process that includes obtaining project management approval, notifying Capital Planning and Security, checking in with the prime contract holder, documenting system status, performing required work, and ensuring the system is returned to its original or improved state.

The protocol emphasizes safety and systematic documentation, mandating that the fire alarm company always maintain at least two technicians on-site during work, with one technician remaining at the Technical Support Workstation (TSW) while others perform specific tasks. The document requires comprehensive documentation through a debrief report that tracks the number of existing alarms, troubles, supervisory signals, and bypasses before and after work. The prime contract holder is responsible for notifying OCCC Capital Planning when work is complete, and each procedure involves coordinating with OCCC Security to put the system in and out of test mode as needed.
