About this file

This Scope of Services document is for Orange County, Florida's Invitation for Bids #Y24-192-KC for Removal and Processing Waste Tires. The county is seeking a contractor to remove waste tires from two locations: Orange County Public Works and Orange County Landfill, with operations conducted Monday through Friday during specified hours. The county prioritizes recycling over disposal and will afford a cost advantage to bidders proposing tire recycling processes that qualify under Florida Administrative Code 62-701. The contractor must remove waste tires within three business days of the county's request, maintain detailed records of tire quantities and destinations, and ensure all operations comply with state and federal environmental regulations.

The contract requires the contractor to provide all transportation vehicles and resources, with different handling requirements for Lot A (Public Works) and Lot B (Landfill). For Lot A, the contractor will load and transport tires using their own vehicles, with weighing done at the contractor's state-certified scales. For Lot B, Orange County will load "open top" trailers, and the contractor will provide tractor trailers to remove various tire types, including passenger, light truck, standard tractor-trailer, and oversized tires. Payment will be made per ton based on weight tickets, with the contractor required to have an active permit from the Florida Department of Environmental Protection and submit documentation of any past violations. The contractor must also ensure all vehicle operators are properly licensed.

Invitation for Bids #Y24-192-KC Title: Removal and Processing Waste Tires

Page | 1

SCOPE OF SERVICES

OVERVIEW:

The County is committed to recycling as much waste material, including waste tires, as practical. Therefore, the County prefers recycling alternatives over disposal alternatives. For this reason, bids for waste tire recycling will be afforded a cost advantage over disposal alternatives. To qualify as waste tire recycling, the proposed process must qualify as waste tire recycling under provisions of Florida Administrative Code (FAC) 62-701 titled Solid Waste Management Facilities.

Under FAC 62-701.200, tire disposal means "to deposit, dump, spill or place any waste tire or residuals into or upon any structure, land or water. Tire disposal also includes the burning of any waste tire or residuals in a waste-to-energy facility, incinerator, or other facility used solely for the disposal of solid waste." Tire recycling means "any process by which waste tires or residuals are reused or returned to use in the form of products or raw materials." A Bidder uncertain about whether or not its waste tire process qualifies as recycling should contact the Florida Department of Environmental Protection.

Prior years waste tires received and removed are provided in Attachment B.
