About this file
This document is a specification for an automotive battery supply contract issued by Orange County Fleet Management in Orlando, Florida. The contract seeks a vendor to supply, deliver, stock, and manage battery inventories for over 2,800 county vehicle and equipment assets, with primary and satellite locations in Orlando. The solicitation requires the contractor to maintain battery stockrooms, provide shelving and charging units, rotate stock on a monthly basis, and deliver batteries with specific requirements, including being manufactured in North America. The contract opportunity was released with electronic submissions due by 4:00 pm EST on Thursday, April 11, 2024, through the ProcureNow OpenGov e-Procurement Platform.
The specification mandates that all batteries must be new, unused, and adhere to Battery Council International group sizes, with specific warranty terms based on battery type: 2-year free replacement for automotive and heavy-duty truck batteries, 1-year for deep cycle batteries, and 6-month for lawn and garden batteries. The contractor must visit locations twice weekly for inventory management, provide emergency "Hot Shot" deliveries within 2 hours, and handle all battery returns without core charges. Invoicing requirements include monthly account statements, detailed documentation of delivered items, and specific invoice formatting. The contract emphasizes North American manufacturing, allowing only 10% of batteries to be sourced from outside the region with prior written approval.

| · New and unused – no re-labeled, refurbished, reconditioned, blemished or used batteries will be accepted. | Comment by Edoo, Inshan P: Not sure what part is conflicting. Maybe we need to hyphenate unused to un-used? Can you explain? | |
| Blems are batteries that have cosmetic imperfections. Usually a scratched or dented case. | Comment by Hernandez Fernandez, Alina: addressed | Comment by Fulse, Tiffany J: Inshan, please clarify as the statement is conflicting. |
Also, please explain what blems are.
· All batteries shall adhere to the standard BCI Group sizes set forth by the Battery Council International.
· Clearly marked with warranty date or manufactured date.
· The Contractor warrants that products under normal use and service will be free from material defects and workmanship. The warranty shall be a free replacement as described below, with no pro-rating.
| · Automotive/HD Truck (Starting, Lighting, Ignition (SLI), Lead Acid and Absorbed Glass Mat (AGM)) shall be a 2-year free replacement. | Comment by Edoo, Inshan P: SLI - Starting, Lighting, Ignition is the battery's intended application. (Typical car battery) |
| AGM - Absorbed Glass Mat is a type of SLI battery that uses fiberglass mat soaked with electrolyte as opposed to a typical flooded lead acid battery. AGM batteries are used where there is concern for spilling battery acid. For example Menzi tractor batteries are mounted on their side. Only an AGM can work because a flooded lead acid battery would leak all of the acid out. | Comment by Fulse, Tiffany J: Inshan, please describe and explain the acronyms. |
· Deep Cycle batteries (Lead Acid and Gel) shall be 1-year free replacement.
· Lawn & Garden and Powersports batteries shall be a 6-month free replacement.

C. Contractor shall provide a monthly statement of Fleet Management’s account via email to Michelle Janes, Financial Advisor at michelle.janes@ocfl.net. Comment by Hernandez Fernandez, Alina: When is this to be submitted to the dept? By X day of the month? Comment by Fulse, Tiffany J: Comment by Fulse, Tiffany J: Per Michelle Janes, it does not matter just as long as it’s monthly. Comment by Hernandez Fernandez, Alina: I suggest adding a specific date, if they don’t send it for whatever reason, we can always point back to the scope to where it is required theysubmit by X. If we have to resort to this, it will be helpful for the non-performance process. Comment by Fulse, Tiffany J: Michelle Janes response:
Every vendor utilizes a different accounting system and period (Fleet does also since we are an internal service fund), which is normal industry standard. By putting a specific date requirement restricts the vendor; their accounting system may not be able to accommodate and rule them out as a potential bidder.
Some companies submit statements at the first of the month, some at the middle, and some at the end; it just depends on their fiscal year, which does not always coincide with government’s fiscal year. I do not have a preference for a date, just a long as we receive one monthly.
D. Invoices shall be presented at the time of delivery of parts and/or completed repair or within three (3) business days to the individual who placed the order at Fleet Management.
E. Only contracted items may be invoiced together.
F. Invoices shall include Contract Number, current date, Delivery Order number, valid unit number, contracted pricing, and contracted part number (s) based on the Bid Response Form.

· Itemized charges and unit prices in accordance with the Bid Response Form
