About this file
This document is a Request for Proposal (RFP) #Y22-178 from Orange County, Florida, soliciting comprehensive administrative services for COBRA, Retiree, Direct Bill, and Flexible Spending Account (FSA) programs. The county is seeking a vendor to provide administrative services including FSA management with debit card options, COBRA administration, retiree billing services, and direct billing services. The response deadline is May 17, 2022, with proposals to be submitted electronically through the OpenGov e-Procurement Platform. The contract appears to cover multiple years, with pricing options requested for 2023-2027, and includes detailed requirements for service delivery, customer support, implementation, communication, and account management.
The pricing structure is based on per-participant monthly rates for each service category, with separate rates for FSA (under and over 1,000 participants), COBRA, Retiree Billing, and Direct Billing services. The proposal includes performance guarantees with potential liquidated damages of 1.5% of annual administrative fees for unmet service targets. The vendor will be responsible for comprehensive administrative support, including customer service, enrollment management, premium calculations, carrier interfaces, record retention, and regulatory compliance. Optional services such as Qualified Transportation Benefits and Health Reimbursement Accounts are also included in the pricing request. The county seeks a vendor capable of seamlessly transitioning existing services and providing robust, compliant administrative support across multiple benefit programs.
