Draft Solicitation 89233220RNA000002 for the Management and Operation of the Y-12 National Security Complex (Y-12) and the Pantex Plant (Pantex)

The National Nuclear Security Administration (NNSA) has posted draft documents related to the Y- 12 National Security Complex (Y-12) and the Pantex Plant (Pantex) Management and Operating (M&O) Contract Competition. The following Draft Request for Proposal (RFP) No.

89233220RNA000002 documents are available for public review at the Beta.SAM, FedConnect, and NNSA websites:

• Section J Appendix A - Statement of Work (SOW)

• Section L - Instructions, Conditions, and Notices to Offeror

• Section L Attachment F - Past Performance Questionnaire (PPQ)

• Section L Attachment H - Transition Price and Fee Summary

• Section M - Evaluation Factors for Award

NNSA is seeking comments from prospective Offerors on the Draft RFP documents, particularly Solicitation Sections L and M. Additionally, please note the following:

• Section L, Criterion 2 - Site Organization and Key Personnel includes Clause H-20 entitled Organizational Culture Change requiring the Contractor to improve organizational culture change by proactively balancing the conduct of operations in every aspect of executing the statement of work (e.g. integrating technical safety, Nuclear Explosive Safety, and criticality safety requirements with a production environment; product realization processes; effective IT/Cyber Security, and integrating construction and operations in a high hazard environment).

• The Uranium Processing Facility (UPF) project will continue to be completed by Consolidated Nuclear Security, LLC under Contract Line Item Number (CLIN) 0002 of the current Contract

DE-NA0001942.

• UPF project interface site support is included in the Statement of Work, along with UPF transition to operations and production operations after the project achieves Critical Decision Four (CD-4).

• The Contract Transition Period CLIN will be Firm-Fixed-Price and the Fee structure of each CLIN is detailed in Section L, Attachment H - Transition Price and Fee Summary.

• Please note the following with respect to the final RFP:

o A Construction CLIN is included with Sub-CLINs for individual construction projects with separate fee/price structures based on project risk and complexity including Cost Plus Incentive Fee, Firm Fixed Price, and other contract/price structures.

o The contract will include Federal Acquisition Regulation based Option Periods; It will not include a Gateway Decision based on performance and cost savings.

o A tailored Cost Savings Program will be included.

The draft documents and all information herein are subject to change at NNSA’s sole discretion.

All comments, suggestions, and feedback for the documents listed above shall be submitted to SEB8@nnsa.doe.gov by 11:00 am Eastern Time, September 08, 2020. Responses shall be no longer than three pages.
