XStream Software Development Statement of Work

BACKGROUND AND OBJECTIVE

The United States Department of Agriculture, Forest Service (USDA Forest Service) is developing a new cross section hydraulic analysis software system, XStream, that 1) expands and improves on the hydraulic analysis capability of the WinXSPro software program (phase 1) and 2) is integrated with other analysis tools such as particle-size analysis, predicting sediment mobility and stability, comparing cross channel geometry changes over time, comparing cross section particle-size changes over time, predicting bed-load transport rates, monitoring channel changes over time, and assessing environmental flows for aquatic habitat suitability (phase 2). Phase 1 of the project has been successfully completed and phase 2 will be completed by September 2020.

In the process of identifying the various analyses to include in the XStream software package from the phase 1 and phase 2 efforts, USDA Forest Service staff identified other analysis tools to include in and expand the capability of XStream (proposed phase 3). The USDA Forest Service seeks a qualified Contractor with expertise to continue the ongoing effort to develop and improve the capability of the XStream software system by integrating other additional analysis tools, which may potentially include:

• Modeling flow hydraulics of cross sections with undercut banks.

• Flow duration curve analysis, which is integrated with eco-hydraulic applications.

• Longitudinal profile analysis to assess geomorphic features, aquatic habitat, and profile changes over time.

• Channel cross section design capability for stream restoration projects.

• Assessing the flows needed to maintain riparian vegetation function and potential riparian vegetation changes to hydrological alterations.

• Assessing the flows needed to maintain channel form and sediment transport processes.

• Assessing hydraulic geometry and aquatic habitat relationships.

• Monte Carlo simulation to assess the sensitivity or uncertainty of inputs in hydraulic and ecologic modeling results.

SCOPE

Task 1: Prioritize Analytical Components and Support Tools for the XStream Software System The priority for this task will be to convene a workshop with USDA Forest Service staff to discuss and select the specific analytical capabilities and tools to add to the existing XStream software system such as those identified in the background and objective section of the proposal. This effort will include, where appropriate, design criteria relative to Section 508 Compliance of the Rehabilitation Act of 1973 and Monitor Site Compliance with ADA Section 508.

Deliverables: Conduct a workshop to identify and discuss other tools to add to the XStream software system. The outcome of the workshop will be a memo that clearly articulates the specific analytical components, their functionality, and priority for inclusion in the XStream software system.

Timeline: No later than three months after the contract is awarded.

Task 2: Alpha Version of Expanded XStream Software System for Priority Items Identified in Task 1 This task will entail programing the interface and analytical code modules for the priority items identified in Task 1 into the existing XStream software system. This will include a coordination meeting with USDA Forest Service staff to review the modules, work flow, and integration between existing XStream modules. This task will also entail modifying the existing user manual (labs) in support of the revised interface and analysis modules/tools and data sets to facilitate testing and lab manual revisions.

Deliverable: Install for the alpha version of the updated XStream software system, supporting test datasets, and user lab manual sections.

Timeline: No later than 7 months after the contract is awarded.

Task 3: Beta Version of Updated XStream Software System This task will implement all required programming modifications for analytical or workflow bugs identified from the alpha testing by the USDA Forest Service. Where identified, this will include expanded error trapping logic within both the interface and analytical routines. This will, where warranted, include revision to the user manual and laboratory exercises.

Deliverables: Updated installs for the Beta Version of the updated XStream software system, user manual, and included exercise data sets.

Timeline: No later than 10 months after the contract is awarded.

Task 4: Final version of the Updated XStream Software System and Program Documentation This task entails finalizing all required programming modifications identified in the beta testing by the USDA Forest Service and developing the technical program documentation in terms of the user interface and code level comments on the interface as well as analytical routines. This process includes an explicit identification of the input data types, format (i.e., real versus integer), valid ranges and development of an appendix to the user manual that explains in user terms what specific error messages indicate required changes to input data or interpretation of errors in output of the analytical routines. This appendix will be incorporated in the XStream user manual under Task 5.

Deliverables: Final version of the updated XStream software system, technical program documentation, and error matrix.

Timeline: No later than 12 months after the contract is awarded.

Task 5: Final version of the XStream Software System Theory Manual and Laboratory Exercises This Task will provide an updated version of the XStream software system theory manual and associated laboratory exercises and include an appendix of error messages to support the user-based understanding of input or trapped analytical errors. Review comments from the USDA Forest Service will be incorporated into a final camera-ready document (if requested).

Deliverables: Final camera-ready Microsoft Word document of the Theory and Laboratory exercises. An electronic installation mask that includes relevant datasets. The .NET software Project that includes all software code, libraries, and installation deployment wizard code necessary to create new installations.

A memo will be included that outlines any necessary steps to create a new install if underlying changes are made to the interface or analytical code.

Timeline: No later than 12 months after contract award.
