Statement of Work Summary: X-Ray Baggage Scanners

This Statement of Work outlines the requirement for CVN 72 (Naval Air Station North Island, Coronado, CA) to procure commercial-grade X-ray baggage scanning systems for security screening operations at designated access control points. The contractor shall provide all equipment, materials, and components required to fulfill this requirement, with no government-furnished equipment (GFE) supplied. The contractor is responsible for delivery to Naval Air Station North Island, and CVN 72 will manage on-site transportation, staging, and movement to the pier for final setup. Delivery and completion of all requirements must be coordinated to ensure equipment is in place and fully operational prior to the CVN 72's scheduled arrival, with specific dates to be provided upon contract award.

The system must meet comprehensive technical specifications across four primary categories: (1) Physical and Structural—minimum tunnel opening of 620 mm wide by 420 mm high with heavy-duty motorized conveyor system, 650-850 mm height, 165 kg minimum load capacity, 0.20 m/s minimum conveyor speed, and mobility features with locking mechanisms; (2) X-Ray Generator and Imaging Performance—minimum 160 kV operating voltage, optimized beam direction, minimum 35 mm steel penetration (with preference for 38-40 mm), and approximately 40 AWG wire resolution; (3) Display and Image Processing Software—minimum 21-inch high-resolution display with automatic material discrimination (organic/inorganic), high-density material identification, image processing capabilities (zoom, enhancement, edge detection, color-processing), internal storage for 100,000 images, searchable/retrievable imagery, and threat detection assistance with automated or operator-assisted threat-recognition capabilities; and (4) Safety and Regulatory Compliance—external radiation leakage not exceeding 1 µSv/hour, film safety compatibility, safety interlocks (emergency stop, X-ray activation indicators, key-controlled operation, tunnel curtains, automatic shutdown), compliance with 21 CFR 1020.40, and manufacturer documentation of regulatory compliance and certifications. Additional desirable features include dual-view/multi-view imaging, 160-180 kV or greater generation, network connectivity, remote diagnostics, comprehensive warranty, on-site installation and training, and strong U.S.-based technical support.
