About this file

This document is a Single Source Justification memorandum for a sole-source acquisition below the Simplified Acquisition Threshold (SAT) issued by the 354th Contracting Squadron at Eielson Air Force Base, Alaska on 28 July 2026.

The 354th Maintenance Squadron requires turnkey safety remediation of their X-Ray vault interlock system, which includes procurement of a TSG 501013/501015 Interlock system, CDRH door switches, brackets, and specialized labor and travel for a certified technician to install, wire, and calibrate the equipment. The justification establishes that Technical Services Group (TSG) is the sole responsible source capable of fulfilling this requirement, as the interlock safety system is proprietary equipment manufactured exclusively by TSG and is an Air Force NDI Office (AFNDIO) authorized safety asset. The installation and wiring must be performed by a TSG-certified technician to ensure proper system operation, calibration, and integration with the vault's high-voltage emitters; utilizing non-certified local contractors would introduce severe safety and liability risks, invalidate equipment warranties, and risk accidental radiation exposure to personnel. Market research confirmed that no other third-party vendors or local Alaskan contractors possess the proprietary data rights or certifications necessary to perform installation on TSG equipment. The Contracting Officer has determined the anticipated cost to be fair and reasonable based on comparison against an Independent Government Estimate utilizing standard commercial pricing for certified NDI technician labor and published GSA Per Diem and travel rates for Eielson AFB, Alaska.

MEMORANDUM FOR RECORD

FROM: 354 CONS/PKB

4560 Central Ave., Bldg 2258 Eielson AFB, AK 99702

SUBJECT: Single Source Justification for Acquisitions at or Below the Simplified Acquisition Threshold (SAT)

1. Contracting Activity: 354th Contracting Squadron (CONS), Commodities and Services Flight, Eielson AFB, AK.

2. Description of Supplies/Services: The 354th Maintenance Squadron (MXS) Nondestructive Inspection (NDI) laboratory requires turnkey safety remediation of their X-Ray vault interlock system. This includes the procurement of a TSG 501013/501015 Interlock system, CDRH door switches, brackets, and the specialized labor/travel required for a certified technician to install, wire, and calibrate the system. The estimated value of this acquisition is

3. Statutory Authority Cited: This justification is executed under the authority of the Revolutionary FAR Overhaul (RFO) 12.102(a), which permits restricting competition for acquisitions valued at or below the SAT when only one source is available.

4. Basis for the Decision (Reason for Sole Source): The NDI laboratory's X-Ray vault operates proprietary equipment manufactured by Technical Services Group (TSG). The interlock safety system is an Air Force NDI Office (AFNDIO) authorized safety asset. Proper system operation, calibration, and integration with the vault's high-voltage emitters can only be guaranteed if installation and wiring are performed by a TSG-certified technician. Utilizing non-certified local contractors introduces severe safety and liability risks, invalidates existing equipment warranties, and could lead to accidental radiation exposure to Airmen. TSG is the only responsible source capable of providing both the proprietary hardware and the certified installation required to satisfy the agency's safety requirements.

5. Market Research & Efforts to Solicit: Market research confirms that TSG is the sole manufacturer and certified installer of this proprietary interlock system. No other third-party vendors or local Alaskan contractors possess the proprietary data rights or certifications to perform the installation on TSG equipment without compromising the safety integrity of the X- Ray vault.

6. Fair and Reasonable Cost Determination: In accordance with simplified acquisition procedures, the Contracting Officer has determined the anticipated cost to the Government of

will be fair and reasonable. This is based on a comparison of the proposed price against an Independent Government Estimate (IGE), which utilized standard commercial pricing for certified NDI technician labor and published GSA Per Diem/travel rates for Eielson AFB, AK.

7. Contracting Officer Certification: I certify that this justification is accurate and complete to the best of my knowledge and belief.
