About this file

This is a declination letter from Maryland Works, an employment services organization, to the Maryland State Highway Administration (MDOT SHA) District 2 regarding the SHA Eastern Shores Electrician contract opportunity. The contract, identified as QAELEC29R, sought to establish an electrician on file for MDOT SHA facilities in Centreville on Maryland's Eastern Shore. The invitation to bid was for electrician services at three Queen Anne's County facilities: the Centreville Maintenance Shop (111 Safety Drive, Centreville, MD 21617), the Stevensville Satellite Facility (334 State Street, Stevensville, MD 21666), and the Kent Narrows Drawbridge Tender House. The scope of work includes renovation, repair, maintenance, and expansion projects at these facilities, with work primarily involving 120V and 240V single-phase electrical systems. Work crews are required to consist of one licensed journeyman electrician and one licensed apprentice electrician, with no unlicensed helpers permitted. An optional facility tour was available at the Centreville Maintenance Facility by contacting 410-758-0700.

Maryland Works, through its Employment Works Program, declined to pursue this contract at the present time but indicated potential interest in bidding on the contract when it becomes available in the future. The contract requirements specify that the contractor must hold a licensed master electrician credential in Maryland and have been in business for a minimum of five years, with no subcontracting permitted. Payment terms require that compensation cannot be made until services are rendered; however, SHA may purchase direct materials for contractor use, provided any excess materials remain with SHA. This arrangement effectively prohibits upfront deposits or advance payments but allows for material procurement to facilitate project completion.
