About this file
This is a Single Source Justification for Simplified Acquisition issued by the 633d Contracting Squadron at Langley Air Force Base, Virginia.
The contracting activity seeks to repair Energy Management & Control System (EMCS) controls at Barracks B696, B697, and B698 in the 600 Block at Fort Eustis (JBLE-Eustis). The work requires replacing sixteen defective UNT controllers with new CGM04060 controllers, installing sixteen new zone temperature network sensors (NSB8BTN240-0), re-terminating existing N2 bus wiring, programming the new controllers to match existing operational sequences, and mapping points to the ADX server with point-to-point checkout. The purchase request number is F2Q3046015AQ01, with an estimated contract cost of $0.00. The justification for single-source procurement to Johnson Controls (JCI) is based on system compatibility requirements. Fort Eustis has an existing long-term contract with JCI for base-wide EMCS services; all replacement building automation systems and direct digital controls must integrate with the proprietary JCI EMCS platform. Non-JCI components are incompatible and will not function with the existing system or remote monitoring capabilities. Only JCI technicians possess the required training, proprietary software, and specialized tools for installation and integration. The contracting officer, SSgt Gerell R. Johnson, determined on 26 March 2026 that circumstances warrant single-source procurement in accordance with FAR 13.106-1(b)(1).

Section C: Justification for Soliciting from a Single Source or Brand Name
Ft. Eustis has an existing long-term contract with Johnson Controls for base wide Energy Management & Control System (EMCS). New and replacement Building Automation Systems (BAS) and Direct Digital Controls (DDC) must be compatible with the JCI systems. The existing JCI EMCS uses proprietary JCI components, so only JCI components are compatible with their system. Non-JCI components will not integrate with the JCI EMCS, and will not function properly, and non JCI systems will not be able to interface with the existing JCI EMCS and will not function with the existing remote monitoring and control capabilities. The installation of the components must be done by personnel who are trained on JCI EMCS using JCI proprietary software.
Section D: Efforts to Obtain Competition
The proprietary nature of the JCI EMCS requires the use of JCI components to properly integrate into the existing EMCS. It also requires JCI technicians to install the components and integrate them into the base wide EMCS, as they are the only ones with the required training, tools, and software.

Section E: Steps to Preclude Future Single Source or Brand Name Awards
When the original EMCS contract was bid it was open to competition. From that process JCI was selected and awarded the contract to be the sole EMCS provider for JBLE-Eustis. Now all controls, components, and systems that interface with EMCS must be compatible with the JCI EMCS - and due to the proprietary nature of the JCI EMCS that means that these controls, components, and systems must be provided by JCI.
