About this file

This is a Written Inquiries and Answers document for RFP 2027000008 Smart Vending Equipment - Canteen issued by the Colorado Department of Corrections (CDOC). The procurement seeks smart vending machines for canteen operations, with an initial pilot phase of 6-8 machines followed by a full deployment of 140-200 machines upon successful completion of the pilot. The solicitation is brand-agnostic and does not restrict bidders to specific manufacturers or countries of origin for cooler construction.

Key requirements and clarifications from the inquiries include: no mandatory specification for shatter-resistant polycarbonate panels, though vendors must describe impact-resistant features; payment processing mechanisms are preferred to be vendor-provided rather than limited to CDOC-selected processors; technical support may follow a hybrid model with in-app support after hours and human support during standard business hours (M-F) rather than mandatory 24/7 live support; refrigerated storage options are acceptable for the majority of the program in lieu of frozen product capabilities; and integration with the inmate trust account payment system is required with a flexible post-award timeline of 6-12 months for completion. Physical security standards, including locks, cabinets, cameras, and anti-tamper features, are not restricted to specific standards, and vendors are encouraged to provide details on their product offerings for the correctional facility environment.

RFP 2027000008 Smart Vending Equipment – Canteen

Written Inquiries and Answers

1. how many machines will be expected to purchase Answer: The initial pilot would be 6-8 machines. Once the pilot is completed successfully the expectation would be 140-200 machines.

2. is there a certain brand expected Answer: No

3. does it matter if the cooler is made in the us or china?

Answer: No

4. What physical security, lock, cabinet, camera-retention, and anti-tamper standards apply?

Answer: We have not restricted the solicitation to specific standards. Please provide information on what your product offers.

5. Does CDOC expect the vendor to provide payment processing, or only integration with a CDOC-selected processor?

Answer: We prefer that the vendor provide payment processing mechanisms.

6. Shatter-resistant polycarbonate panels — Is this specification mandatory?

Answer: No, however we would like to know in what ways the offered product is built for our environment to include “glass” that will withstand impact etc.

7. 24/7 technical help desk for software-related issues — Is live, round-the-clock human support mandatory? Our current model offers in-app support after hours, with human support available during standard business hours (M–F). Would this hybrid model be acceptable, or is dedicated 24/7 human coverage a firm requirement?

Answer: We will entertain the hybrid option. Please submit details of the proposed arrangement.

8. Frozen product options — Is this mandatory? Our current units support refrigerated (not frozen) storage; refrigeration can be disabled if room-temperature-only offerings are preferred. Would refrigerated or room-temperature options satisfy this requirement in place of frozen?

Answer: please submit the refrigerated option as we will be evaluating all options to identify the best product for our program.

We intend to use refrigerated machines for a majority of the program.

9. Integration with closed-loop facility payment systems (e.g., inmate trust accounts, staff ID badges) — Is this capability mandatory? If so, what is the timeline flexibility for completing integration post-award?

Answer: This is required, and more particularly with the inmate trust account.

We are willing to work on the post-award compilation of 6-12 months.
