2024 Worldwide A/E Design Services IDIQs
RFP 19AQMM24R0034
The U.S. Department of State (DOS), Office of the Procurement Executive, on behalf of the Bureau of Overseas Buildings Operations (OBO), anticipates awarding twelve indefinite delivery/indefinite quantity contracts to qualified architect/engineer firm-led teams (prime or joint venture) of licensed professionals to provide comprehensive architectural and engineering (A/E) services. At least three of the contracts will be set aside for qualified small businesses.
Small business contract award decisions will be based on the number of North American
Industry Classification System (NAICS) code 541310 enterprises with $12.5 million in annual receipts on average determined to be most highly qualified offerors at the conclusion of the Stage 1 technical evaluation.
Each IDIQ contract shall consist of a one-year base period with at least four one-year optional service periods. The Government guarantees a minimum of $10,000 in task orders over the life of each IDIQ contract. The total amount of task orders issued under each contract is not expected to exceed $20 million per year. The maximum dollar value is $100 million for the life of the IDIQ contract. The participation of the A/E firm on the preliminary work on a given project may affect the A/E's ability to participate on future design-build teams for that project.
This solicitation anticipates issuance of Task Orders covering a wide range of services for
DoS facilities worldwide. These projects will include master planning, technical due diligence, new construction, modernization, renovation, historic rehabilitation, and restoration, systems replacement, physical and technical security upgrades, and lease fit outs. The estimated cost of construction for each project ranges from approximately $5 million to $500 million.
The scope of professional design and engineering services includes, but is not limited to:
architecture, historic preservation, landscape architecture, long range planning, master planning, interior design & space planning, furniture specification, site utilization studies, cost estimating, budget assessment, graphic design and signage, food service design, scheduling, and environmental and sustainable design. The engineering disciplines includes but are not limited to: electrical, mechanical, plumbing, structural, blast, civil, geotechnical, environmental, seismic, security, lighting, acoustical, chemical and biological protection, information and telecommunication, fire protection, building envelope / curtain wall specialist, audio visual, grounding, and vertical transportation. A design anthropologist may be required where design solutions require cultural sensitivity within the host country.
The A/E will require knowledge and experience in the preparation of planning, design and construction documents employing various delivery methods (e.g. design-build with bridging, design-build, and design-bid-build, etc.) with appropriate coordination both internally and in preparation of transition to construction. A/Es shall coordinate the various disciplines involved in each task order by working within the U.S. Government’s requirements and ascertaining the applicable laws, codes, and standards at the overseas project sites. The A/E may need to sub-contract with local A/E firm to complete due diligence, pre-planning activities and/or obtain local design approvals.
Solicitation Process:
Selection shall be completed in accordance with the Brooks Act, P.L. 92-582 (40 U.S.C.
1101-1104).This solicitation includes the following three stage process:
In Stage 1, offerors are to submit detailed information of the Prime A/E’s design past performance, firm profile and design approach, and portfolio. Offerors will also submit the required U.S. Person Qualifications (Omnibus certification) as a separate file. Stage 1 submissions will be reviewed by the Technical Evaluation Panel. Offerors will be ranked, and the highest technically qualified offerors will be the selected for the short-list.
Offerors must also be determined eligible as an Omnibus U.S Person, in order to participate, if short-listed, in the next Stage 2 of the solicitation. Rankings from Stage 1 will not transfer to Stage 2.
Active Entity Registration on SAM.gov
Offerors, including any offeror organized as a joint venture, to include a de facto joint venture must have an active SAM registration at the time of Stage 1 submission and throughout the procurement process.
Any offeror whose registration is not active in SAM at the time of Stage 1 submission will be excluded from the process and their Stage 1 submissions will not be evaluated.
If the A/E proposes as a Joint Venture, the Joint Venture itself must be registered in
SAM. The Offeror that prequalified as a “U.S. Person” under Omnibus, must be the same Offeror that is registered in SAM at the time of Stage 1 submission and
Stage 1 offerors short-listed to advance to Stage 2 will be notified in writing. The
Government will provide detailed evaluation criteria for both the Stage 2 submission and the interview at an appropriate time after the short-listed firms from Stage 1 are announced.
In Stage 2, the short-listed offeror(s) will assemble their technical teams including sub-consultants and submit detailed information in response to the criteria and relative to their proposed team, management plan, and past performance. Stage 2 submissions will be reviewed by the Technical Evaluation Panel. The short-listed offeror(s) will also be required to make presentations to the Technical Evaluation Panel. The Technical
Evaluation Panel will make a determination of the most highly qualified teams consistent with the announced Stage 2 criteria and will recommend the offeror(s) for final selection of Stage 3 participation and award.
In Stage 2, the Department will re-confirm the Offerors SAM registration and prior
Omnibus prequalification.
In the last stage, Stage 3 – the most highly qualified offerors as determined in Stage 2 will be issued a formal Solicitation with price proposal instructions. The price proposals will be reviewed by the Contracting Officer for fair and reasonable pricing and compliance with the Solicitation instructions. At the conclusion of successful negotiations and pending facility clearance confirmation the resultant contract award(s) will be made.
Since a contract may result in an award over $500,000, large businesses will be required to submit a small business subcontracting plan prior to contract award. The NAICS 541310 small business size standard is $12.5 million average annual receipts.
Stage 1 Submission Requirements and Evaluation Criteria
Offerors that are capable of meeting the requirements described in this announcement are invited to submit the required Stage 1 documents.
The assembled content for the Stage 1 portfolio should be no more than 60 pages compiled into one digital PDF file. The submission shall incorporate PDF bookmarks to clearly identify the different sections to align with solicitation requirements. The entire submission will be assessed on the offerors’ clarity in graphic design, organization, and ability to successfully communicate information that meets the evaluation criteria. Non-conformance with the instructions may be cause for point(s) deduction.
Page limitations established for each section below and the whole Stage 1 portfolio
(maximum of 60 pages) shall be strictly adhered to, as pages which exceed the limit will not be evaluated.
Offerors are advised to provide a submission which is clear and comprehensive without additional explanation or information, but in sufficient detail for effective evaluation by the Government.
The Stage 1 submission shall include the following sections, divided into bookmarked sections in the order listed below:
(1) Cover Letter
A one-page cover letter referencing the Worldwide Design Services solicitation #
19AQMM24R0034 and briefly describing the A/E firm and its location, organizational makeup, and noteworthy accomplishments. Include the firm’s point of contact name, phone number and email address. Clearly identify the firm’s Unique Identity ID (UEI –
12-character alphanumeric ID assigned to an entity by SAM.gov) and Business Size Status
(Large, Small, 8(a), Women-Owned, etc.).
(2) Standard Form 330
Submit Standard Form 330 Architect-Engineer Qualifications, Part II only for the Prime
AE only. For the purposes of this solicitation, the Firm as requested in Box 2A is defined as the individual, firm, partnership, corporation, association, or other legal entity permitted by law to practice the profession of architecture or engineering that will have contractual responsibility for the project design(s), should the proposed offeror be selected for the contract. Proposed team information (requirements 3, 4, and 5) may be documented in this stage using Standard Form 330, Part I, Sections A through H, but it is not required.

(3) A/E Firm Past Experience on Design (50 points maximum)
Format: SF 330 Section F or alternate format is acceptable as long as required information below is presented. Page Limit: 5 pages per project
3.1 The prime A/E firm shall submit a portfolio of not more than five (5) projects that have been designed and fully constructed in the last ten (10) years. Projects should represent a broad range of project experience displaying the offerors’ ability to execute a wide range of project types. A maximum of two of these examples may be previously completed OBO projects.
Each project shall:
a. Include the Project Name and Project Completion Date
b. Highlight the offeror’s approach to architectural design on complex and significant sites.
c. Illustrate how the owner’s requirements, external constraints, design criteria, and other considerations drove the design approach for each project.
d. Explain how the client’s multi-functional and complex program, image, mission, economic, schedule, maintenance, functional and operational objectives were satisfied by the overall design/planning solution.
e. Cite any certificates, design awards including any Regional, National, and
International awards, peer recognition, etc. demonstrating excellence in project execution of various project delivery methods, in project coordination, in problem solving, in technical execution, and in responding to their client’s needs.
f. A representative floor plan, site plan (when applicable), building section, and a minimum of two (2) photographs must be included for each project. Other appropriate drawings and design diagrams may be included as necessary.
NOTE: Only submit drawings with markings removed. Do not submit any drawings, pictures or other information that is Sensitive or Classified.
3.2 Government Evaluation: The Government will evaluate the AE’s portfolio and experience to consider the extent to which the offeror demonstrates an ability to deliver a broad range of project types and how their design approach to architectural design meets
OBO’s goals to continue a legacy of outstanding diplomatic facilities and vision to construct, maintain, and manage facilities that represent American values and the best in
American architecture, design, engineering, technology, sustainability, art, culture, and construction execution.

(4) Lead Designer(s) Profile(s) and approach (20 points maximum).
Format: SF 330 Section E or alternate format is acceptable as long as required information below is presented. Page Limit: 20 pages
4.1 The prime A/E shall:
a. Submit a biographical sketch of the Lead Designer(s) including education, professional experience, and recognition for design efforts inclusive of the portfolio examples. (maximum of 5 people, two pages max per person)
b. Identify and describe areas of responsibility and commitment to each project from section (3) and describe the overall approach to design team composition and leadership.
c. Describe the parameters of their overall design philosophy; the applicability of that philosophy in creating an overseas diplomatic presence; their approach to the challenge of public architecture; their commitment to integrated and sustainable design; their approach to design development, project delivery and completion through the entire design and construction cycle. (maximum of 4 pages)
4.2 Government Evaluation: The Government will evaluate the extent to which the Lead
Designer(s) qualifications and design approach demonstrates a commitment to design quality, project delivery, and a design philosophy in keeping with OBO’s mission of creating an overseas diplomatic presence through integrated and sustainable design.
(5) Lead Designer(s) Portfolio (30 points maximum).
Format: SF 330 Section F or alternate format is acceptable as long as required information below is presented. Page Limit: 4 pages per project
5.1 Submit a portfolio representative of the Lead Designer(s) ability to deliver exemplary, thoughtful, and technically comprehensive projects.
The portfolio must comprise no more than three (3) projects designed in the last ten (10) years. A maximum of one of these examples may be an OBO project. Projects do not need to be fully constructed.
Each project shall:
a. Detail the Lead Designer(s) participation in the project.
b. Include the overall design philosophy and salient features of the project; and
c. Explain how the client’s multi-functional and complex program, image, mission, budget, schedule, maintenance, functional, and operational objectives were satisfied by the overall design/planning solution.
d. Cite any certificates, awards including any Regional, National, and International awards, peer recognition, etc., demonstrating exemplary design.
e. Clearly cite the Lead Designer(s) individual work responsibilities on the project.
f. Highlight how the Lead Designer(s) incorporated innovative measures on the project.
g. Clearly identify any environmental, social, and cultural problems solved through design and the positive impact on the communities they serve.
5.2 Government Evaluation: The Government will evaluate the Lead Designer(s) portfolio to determine the extent to which the Offeror has demonstrated an understanding of and commitment to OBO’s vision of designing and executing projects of outstanding design quality and innovative solutions.
U.S. Person Statement of Qualifications in Separate PDF File must be included with
Stage 1 Submission (PASS/FAIL – Offeror must receive a Pass to be considered for
Stage 2):
The Omnibus Diplomatic Security and Antiterrorism Act of 1986. Firms being considered for award under this acquisition are limited to "United States Person" offerors, as defined in the Act. The offeror(s) must complete and submit one soft copy as part of its qualification package the pamphlet (in a separate PDF file – not subject/considered in page count limit mentioned in above section), Certifications Relevant to Public Law 99-
399, Statement of Qualifications for Purpose of Section 402 of The Omnibus Diplomatic
Security and Antiterrorism Act of 1986. (See Attachment 1 in announcement for pamphlet) A firm being considered for award must meet the definition of a “United States person” of P.L. 99-399, Section 402 thereof, as follows: (1) be legally organized in the
United States more than five years prior to the issuance of a request for proposal; (2) have its principal place of business in the United States; (3) have performed within the U.S.
administrative, technical or professional services similar in complexity, type of construction, and value of the project being solicited; (4) employ U.S. citizens in a least 80 percent of principal management positions in the U.S.; and (5) have existing technical and financial resources in the U.S. to perform the contract. Firms not meeting the “United
States persons” requirement will not be considered.
Offerors must be determined eligible as United States Person as defined in the Act, in order to participate, if short-listed, in the next Stages of the acquisition (Stages 2 and 3).
NOTE: If the required qualification package is not submitted with the offeror’s Stage 1
Submission, offeror will not be eligible for further participation in this procurement.
Security Clearance. In order to be eligible for award of this contract, the successful offeror(s) must possess, or be eligible to obtain, a Defense Counterintelligence and
Security Agency (DCSA) Secret Facility Clearance (FCL), with Secret safeguarding capability, issued in accordance with the National Industrial Security Program Operating
Manual, DOD 5220.22-M. All entities comprising a joint venture for this effort must possess or obtain an FCL, as well as the joint venture. Personnel requiring access to classified information or Controlled Access Areas at DOS locations must possess a Secret personnel security clearance issued by DCSA. Additionally, the successful offeror(s) selected for contract award must possess, or immediately obtain an Information System
(IS) or standalone computer, approved by DCSA, for processing classified information, and prior to deployment of ProjNet-C to the facility. Certain design team subcontractors/consultants may also require FCLs and personnel security clearances.
Offerors already possessing the necessary FCL should submit their appropriate
Commercial and Government Entity (CAGE) Code with their Stage 2 submissions.
If a selected offeror does not possess an interim or Final Secret FCL, the Department of
State will sponsor the uncleared firm for an FCL. Firms which form joint ventures must also comply with the above FCL requirements. Sponsorship does not guarantee that the firm will receive the clearance. A period of 180 days from the date of selection for award will be allowed for the uncleared firm to obtain the necessary FCL. After this period, the
Government may, at its discretion, consider awarding the contract to another short-listed firm or awarding fewer contracts. No contract can be awarded until at least an Interim
Secret FCL has been granted. Due to time constraints, the Government will not delay award of contracts to selected firms already in possession of Secret FCLs.
Foreign firms are not eligible for FCLs. Only U.S. firms organized and operating in the
U.S. or Puerto Rico, or a U.S. possession or trusted territory, are eligible for facility clearances. U.S. firms which are determined to be under Foreign Ownership, Control, or
Influence (FOCI) are not eligible for an FCL unless actions (as directed and approved by
DCSA) can be taken to effectively negate or reduce associated FOCI risks to an acceptable level. This process often takes more than the 180 calendar days allotted for clearance.

Certain team subcontractors/consultants may also require FCLs and personnel security clearances. Any uncleared team subcontractors/consultants may be sponsored for a FCL by the prime contracted firm with an active FCL.
A copy of the Prohibited Countries List, from which offerors may not choose team members, can be obtained from the Contracting Officer listed in the last paragraph of this announcement.
Offerors are advised that inaccurate or incomplete submissions, or those not meeting the submission requirements, may result in immediate disqualification. Offerors are advised that the government will not pay for information submitted in response to this announcement, nor will it compensate offerors for any costs incurred in the development/submission of its qualifications package.
