About this file
This is a Section 3 narrative response and proposed scope of work document for a Request for Proposal (RFP) issued by MMCAP Infuse for the distribution of vaccines and vaccine-related products. The RFP solicits proposals from qualified pharmaceutical distributors to provide regional or national vaccine distribution services to MMCAP Infuse members. Respondents must demonstrate an authorized wholesaler/distributor relationship with at least ten of the listed suppliers in Exhibit F, chargeback capabilities with at least eight suppliers, current NABP Drug Distributor Accreditation, licensure as an Authorized Trading Partner under the Drug Quality and Security Act (DSCSA), and pharmaceutical/vaccine distribution licenses in at least five states. The document requires detailed responses addressing experience and background, including distribution center locations, service coverage area, current business composition, implementation timelines, and competitive differentiation. Respondents must provide three references from government entities or similar-scope institutions served within the past three years. The solicitation emphasizes regulatory compliance with FDA, DEA, and state regulations, DSCSA compliance measures, and secure data storage capabilities.
The proposal requirements encompass extensive operational details across inventory management, pricing, customer service, ordering processes, invoicing, shipping, returns, and reporting capabilities. Respondents must demonstrate inventory management practices, prebooking processes for influenza vaccines, chargeback procedures with manufacturers, quality control auditing processes, and customer service operations available during all U.S. time zones. The document specifies detailed monthly sales data reporting requirements with 45 data fields including MMCAP Infuse member identification, NDC codes, purchase orders, invoice details, pricing information, and DSCSA-related data. Members will be invoiced at the more advantageous price between MMCAP Infuse contract pricing and the responder's standard prices. Additional requirements include cybersecurity measures, insurance coverage for ransomware protection, encryption safeguards, and optional service offerings. The RFP indicates this is a completed procurement cloned from a previous contract that crossed biennium periods, with no responses currently being accepted.
