About this file
This is a Notice of Intent to Award issued by the Department of Administrative Services, Enterprise Goods & Services, Procurement Services, State of Oregon, dated October 15, 2025. The notice announces the state's intent to award a contract to Woodburn Construction GM/GC LLC for Bid No. S-10700-00014516, titled the Salem Employment Building ADA Ramp & Upgrade Project. The awarded contract amount is $757,000.00. The award is contingent upon the seven-day appeal period expiration or resolution of any filed protests, and the selected firm must submit required documentation within specified timeframes, including a Certificate of Insurance within seven calendar days and performance and payment bonding documents within ten calendar days. The firm must also execute the PIPW Contract and provide pay equity training certification if applicable. Upon receipt of all necessary documents and full contract execution, the State will issue a Notice to Proceed authorizing work commencement.
The contract award to Woodburn Construction GM/GC LLC represents the apparent lowest responsive bid received for this project. The firm is required to provide proof of insurance naming the State of Oregon as additional insured, submit hard copy bid security, and furnish all bonding documentation as specified in the solicitation exhibits. All required documentation must be submitted to Vickie Tipton at the Department of Administrative Services, State Procurement Services, with email copies sent to Vickie.l.Tipton@DAS.Oregon.gov. The notice indicates that failure to submit hard copy bid security immediately may result in the bid being deemed non-responsive, allowing the agency to proceed to the next lowest bidder.
