About this file

This is a Request for Proposals (RFP) issued by MMCAP Infuse, operated by the State of Minnesota Department of Administration's Office of State Procurement, for the distribution of vaccines and vaccine-related products to state and local government members. The RFP solicits qualified distributors to provide comprehensive vaccine distribution services, including routine vaccines, seasonal influenza vaccines, and other vaccine-related products such as toxoids, diagnostic agents, monoclonal antibodies, and certain immune globulins. MMCAP Infuse currently serves approximately 570 members purchasing influenza vaccines and approximately 1,500 members purchasing other vaccines through contracted distributors. Historical usage data indicates annual influenza vaccine purchases ranging from 307,000 to 929,000 doses across manufacturers including AstraZeneca, GSK, Sanofi Pasteur, and Seqirus. The RFP was released March 7, 2024, with a question cutoff date of April 2, 2024, and a proposal due date of April 30, 2024, at 2 p.m. Central Time. The contract is effective no later than September 1, 2024. Three existing vendor contracts are approaching their end dates, prompting this solicitation to establish new distribution agreements.

Responders must meet seven minimum qualifications including current NABP Drug Distributor Accreditation, DSCSA licensing as an Authorized Trading Partner, authorized wholesaler relationships with at least ten of the listed vaccine suppliers, demonstrated chargeback capabilities with at least eight suppliers, and pharmaceutical distribution licenses in at least five states. Evaluation criteria include Experience and Background (10%), Inventory and Pricing Management (10%), Customer Service and Operations (30%), Reporting and Cybersecurity (10%), and Cost (40%), with potential preference points of up to 12% for Minnesota Certified Targeted Group/Economically Disadvantaged businesses and 12% for veteran-owned businesses. An administrative fee of three percent on all purchases is required. The RFP requires responders to propose pricing structures for non-influenza vaccines and influenza vaccines separately, available payment terms, volume tiered discounts, service fees, and any value-added service offerings. Responders must demonstrate capabilities in account management, inventory management, regulatory compliance, order fulfillment, invoicing, returns processing, recall management, and comprehensive reporting at both member and organizational levels. The notice indicates this RFP has already been completed and is a clone of a previous solicitation (S-10700-00009932) that crossed biennium periods before awards were issued.
